360 Summary Under the direction of the Director of Classified Personnel, independently performs complex and specialized technical human resources functions related to position classification, compensation, recruitment and examination. Performs routine administrative tasks; performs a variety of complex and specialized clerical, secretarial and human resources-related work. Distinguishing Career Features The Human Resources Analyst
- Classified is the highest of three levels in the Classified Human Resources career path. The Human Resources Analyst
- Classified requires application of specialized knowledge in the area of human resources.
This position conducts classification, compensation, recruitment and examination functions consistent with the Merit System principles in the Classified Human Resources Office. Advancement to this position is based on need and compliance with the qualifications of the position, including specialized knowledge in the area of classification, compensation, recruitment and examination and the ability to work with a high level of independence and initiative to maintain responsibility for technical processes and services in the Classified Human Resources Office. Essential Duties and Responsibilities Performs classification, compensation, recruitment and examination administration and development functions. Establishes recruitment strategies and timelines. Conducts local, regional and national recruitments by drafting and distributing position announcements and advertisements; determines appropriate markets for qualified applicants and outreach efforts to attract skilled candidates for employment. Receives, screens and evaluates employment applications to determine eligibility and qualifications. Notifies applicants of qualification status. Receives and processes appeals of denied applications. Forwards appeals to Director of Classified Personnel when necessary. Oversees and maintains an applicant management software system to establish recruitment pools, create job postings, generate correspondence, enter exam component test scores and generate eligibility lists. Makes recommendations to system developers to enhance the system. Participates in related training and may train others within the department. Constructs written, oral, or other examination and selection instruments used in the examination process; works with subject matter experts conducting job analyses to determine appropriate selection factors and testing processes; develops written and oral exam questions, performance tests and other selection exercises. Coordinates test administration including instruction preparation, reserving exam facilities and proctors scheduling offsite exams, obtaining raters and scheduling oral review boards. Researches and analyzes exam results to determine effectiveness of exam and/or to investigate protests to an exam. Certifies eligible candidates to hiring authority pursuant to the Rules and Regulations of the Classified Service. Receives requests for additional candidates, determines appropriateness of request and responds to hiring authority. Monitors certification process and contacts hiring authorities regarding delays. May coordinate final selection interviews when multiple vacancies exist within a classification. Provides technical and procedural guidance to District staff and the public regarding job vacancies, employment and examination procedures and a wide variety of personnel transactions, applying appropriate Federal and State laws, Rules and Regulations of the Classified Service and bargaining unit contract agreements. Reviews classification requests for new or existing positions; conducts interviews with incumbents and others and compiles information about job duties and responsibilities; analyzes gathered information against classification factors to make recommendations for appropriate classification. Creates or revises classification specifications that describe essential duties, responsibilities, knowledge, skills, abilities, physical demands and minimum qualifications by conducting job audits and other analytical research to be used for classification, recruitment and examination purposes. Performs other duties as assigned that support the overall objective of the position. Qualifications Knowledge and Skills Principles, terminology and techniques of classification and compensation plans, examination preparation, interviewing and recruitment. Principles, practices, and procedures of employee relations, employee development, and related services provided in a human resources department. Job analysis processes, procedures and writing. Statistical methods and graphic presentation. Research techniques and sources of reference material and information regarding personnel management. Well-developed written language skills to prepare complex reports and correspondence. Math skills to compute sums, averages, ratios, products and quotients. Well-developed human relations skills to work productively and cooperatively with diverse groups within and outside the District, using tact, patience and courtesy. Well-developed skills in using a personal computer, common office productivity software (word processing, spreadsheet and database), and specialized databases and record keeping software used in an education or a human resources environment. Abilities Requires the ability to carry out all aspects of the position. Learn, apply, and interpret rules and regulations, procedures, labor contracts and reference material pertaining to human resources. Gather and analyze data and develop conclusions, recommendations, reports and correspondence. Independently plan, organize, prioritize and maintain responsibility for complex and technical work processes in a high volume environment in order to meet schedules and timelines. Communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization. Compose correspondence and written materials independently or from oral instructions. Establish and maintain cooperative and effective working relationships with others. Maintain the security of confidential materials and information, including exam results, applicant information, and eligibility lists. Physical Abilities Function indoors in an office environment engaged in work of primarily a sedentary nature. Ambulatory ability to sit for extended periods of time, to utilize computers, accomplish other desktop work, and to move to various locations. Visual acuity to recognize printed materials. Auditory ability to carry on conversations in person and over the phone. Hand and finger dexterity and hand/eye coordination to use a computer keyboard at an advanced rate and use common office equipment. Retrieve work materials from overhead, waist, and ground level files. Education and Experience Associate's degree in human resources or closely related field and four years of experience in human resources or an employment office. Additional experience may substitute for higher education based on two years of experience for one year of college. Licenses and Certificates May require a valid California driver's license. Working Conditions Work is performed indoors where minimal safety considerations exist.
