Generalist duties in assisting with human resources functions of the Town, including but not limited to salary and classification administration, maintenance of confidential personnel files, benefits administration, labor and employee relations, training and leave administration.
SUPERVISION
Works under the direction of the Human Resources Director.

ESSENTIAL FUNCTIONS

Duties are not necessarily in order of importance or frequency of performance.) Prepare statistical and confidential data pertaining to collective bargaining. Draft, post and advertise job openings. Schedule interviews. Develop, maintain and distribute payroll and benefit packages to new hires, including full time, part time, seasonal workers, interns, volunteers & contracted workers Coordinate with BELD with all new hires, terminated employees & employee changes. Conduct reference checks, process CORI checks and NSOPW checks. Coordinate pre-employment physicals. Issue employee identification badges to new employees as well as current existing employees by retrieving information from multiple software systems. Handle employee inquiries regarding human resource related matters. Responds to salary surveys and employee and departmental information requests. Frequent contact with the general public concerning job opportunities and personnel information, etc. Collect funds, make deposits and write letters for employee initiatives. Manage unemployment insurance. Process and track claims, pay and audit bills, and attend unemployment hearings as needed. Coordinates workers' compensation and injured on duty programs with third party administrators. Liaison with third party administrators, department supervisory personnel and employees including the school department and BELD with respect to regulations and benefits. Maintain OSHA recordkeeping forms 300, 301 & 301A on an ongoing basis. Verifies employment for financial institutions. Maintain records regarding performance appraisals including the appraisals themselves and monitoring the scheduling and implementation dates of appraisals and merit increases. Track and maintain records regarding attendance and leave usage and balances. Perform wage and salary surveys, benefit comparisons and other labor and employee related matters. Update wage classifications in the HRIS system. Maintain a variety of tracking logs for human resource related matters such as grievances, family medical leave requests and requests for accommodations. Maintain confidential and employee data in personnel files as well as in a database. Maintain and monitor departmental accounts through Town's financial software system. Process weekly departmental payroll and weekly departmental vendor payments. Process and track drug testing for CDL drivers and other employees subject to random drug testing to ensure the Town is in compliance with DOT Regulations and Collective Bargaining Agreements. Manages the FMCSA Drug and Alcohol Clearinghouse. Organize the bi-annual Firefighter Exam process. Advertise and process applicants in preparation for the exam. Assists in administering the exam. Rank scores, prepare and distribute the official Firefighter List. Email the final results to all applicants. Maintain job descriptions. Perform general administrative duties including the preparing of correspondence, mail, answering telephones and many other relevant duties pertaining to the day to day operation of the department Archives files and maintains archived filing system. Maintain and distribute the Town of Braintree Phone Directory. Updating as employees retire and are hired. Responsible for preparing application for Certification as a Seasonal Employer. Distribute and maintain annual policies and emergency contact information for each employee. Prepare the yearly longevity payment schedule. Keep seniority list of each union updated. Coordinates with the Retirement and Treasurer's Department for employee length of service verification and research. Maintains strict confidentiality in all matters of a sensitive nature. Assist with calculating "Buyout Information" when an employee resigns or retires. Cross - trained with Benefits Coordinator position. Fills in for Human Resources Director as needed. Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITY
Knowledge:
Thorough knowledge of office practices and procedures and familiarity with the laws and regulations affecting Human Resources.
Skills:
Performs advanced administrative functions. Advanced computer skills necessary to generate spreadsheets, documents, databases and tracking programs. General office experience including the establishment and maintenance of employee confidential files and record keeping.
Ability:
Must have the ability to maintain strict confidentiality in dealing with extremely sensitive employee information. Ability to deal appropriately and tactfully with the general public. Ability to communicate effectively in a professional manner with all departments. Ability to keep accurate complex records and generate reports accordingly.
REQUIRED QUALIFICATIONS
Bachelor's Degree in Human Resource Management and two years experience or Associates Degree in Human Resource Management and three years experience or five years human resource experience preferred in a municipal setting. Advanced computer skills in word processing and spreadsheet applications are required; or any equivalent combination of education and experience.
PHYSICAL REQUIREMENTS
Minimal physical effort generally required in performing duties under typical office conditions. Position requires the ability to operate a keyboard and standard office equipment. The employee is frequently required to sit, talk and hear. Specific vision requirements include close vision, distance vision, and the ability to adjust focus.
Pay:
$80,000.00 - $100,000.00 per year
