Minimum Transitional Qualifications:
must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher. Minimum Transitional Qualifications:
At the agency's discretion, the candidate may be appointed to a higher level based on the

Minimum Qualifications for
Non-Competitive Appointment:
six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitutions:
an associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience and a juris doctorate (JD) may substitute for six years of experience.
HUMAN RESOURCES SPECIALIST TRAINEE 1/NS
(EQ to SG-14) - $56,655 - $70,869
Minimum Transitional Qualifications:
must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher. Qualifying Experience for Appointment from the
Eligible List:
After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.
Traineeships:
To be advanced to the full performance level of the title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2. Upon satisfactory completion of the 12-month training as a Trainee 2, you will advance to the full level of this title without further examination.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. Additional Comments Please note while this position is paid out of Central Office - the actual physical location of this position is at Sing Sing Correctional Facility. There is a $4,150 additional Location Pay as well as a Correctional Institution Differentia pay that will be added on (at a rate of $1/hour) or $1955.37 (7.5 hour employee). Some positions may require additional credentials or a background check to verify your identity.
