Job Description
Family Counseling Service of the Finger Lakes, Inc. is looking for a full-time (35 hour work week) Human Resources and Finance Specialist to join our team! The Human Resources and Finance Specialist is responsible for a broad range of activities in the daily operations of the FCSFL HR and Finance Department. The HR component will focus on recruitment, onboarding, benefits administration, compliance, and payroll. The Finance component will focus on Accounts Payable and Credit Card Expenses. This position is located in our Victor, NY office, 5 days a week in office. Essential Duties and Responsibilities The essential functions include, but are not limited to the following:
HUMAN RESOURCE
Recruitments/Onboarding/Exit Coordinate the internal and external distribution of job openings, working with hiring managers to identify potential candidates. Track status of candidates and maintain open communication with them. Coordinate employment offers with hiring manager. Coordinate and performs pre-employment screenings on prospective employees. Coordinate the onboarding and termination process of new and exiting employees. Co-facilitate Agency orientation for new employees and ensures mandatory training requirements are met. Health insurance offered (medical, dental, vision) with Agency contribution Telemedicine - telehealth, mental health and fertility counseling, free to all employees Immediate enrollment into 403(b) Retirement plan with Agency match after 1 year Generous Agency paid time off (PTO, 12 Paid Holidays, Bereavement) Agency paid Life/AD&D and Long Term Disability policies Personal and Professional Development and Wellness Benefit Benefits Administration Act as the Agency liaison with outside Benefit Advisors. Maintain, monitor and track employee benefits. Direct Open Enrollment process. Administrative Remain current on Local, State, and Federal Employment Law knowledge. Maintain employee files in HRIS system. Provide support for job description updates and library. Maintain

system, including addition of new employees and monitoring existing employees. Track professional licensure expirations and required employee trainings. Assist with the preparation of required reports for Insurance purposes, State and Federal Agencies, such as the Multiple Worksite Report and disability information. Provide support for job description updates and library. Track and ensure annual Harassment Training is complete. FINANCE Payroll Complete bi-weekly payroll process Verify timecard and expense submission approvals Ensure new benefit deductions have been entered Submit 3rd party sick pay, garnishments, 403b contributions/loans and other wage related matters to iSolved. Update employee census as changes are made regarding benefit deductions and 403b contributions. Payroll Journal Entry Accounts Payable/Credit Card Expenses Enter bills in bill.com and QBO with funding source (as needed) Process all credit cards with funding source (as needed) Resolve any discrepancies Minimum Qualifications (Knowledge, Skills, and Abilities) Knowledge, Skills, and Abilities Models the Agency's core values of safety, trustworthiness, choice, collaboration and empowerment in every interaction with co-workers and the community at large. Demonstrated ability to communicate effectively and work cooperatively with culturally diverse persons, staff, and multiple service provider agencies. Excellent verbal and written communication, strong organizational skills, ability to multi-task and prioritize Agency needs. Strong interpersonal skills that align with Agency expectations. Good problem solving and time management skills. Competent in use of computer software such as HRIS systems, payroll systems Microsoft Office suite, and virtual platforms. Ability to work and problem-solve both independently and collaboratively within a team environment, demonstrating professionalism, flexibility, and mature judgment.
Education:
Bachelors in Human Resources or Accounting or equivalent experience.
Experience:
2+ years experience as a HR Generalist or similar role 2+ years bookkeeping experience
