Job Description

Overview A client of mine is a growing their company with currently 75 employees across office and field operations. As they continue to expand, they're looking for a detail-oriented Payroll & Onboarding Specialist to take full ownership of our payroll processing and new hire onboarding functions. This is a hands-on, high-responsibility role that sits within the accounting team and reports directly to the President and VP of Operations. In this role, you will manage two payroll schedules, certified payroll compliance, multi-state filings, full onboarding lifecycle, maintain training certifications and updating drivers list with DMV and Insurance for every new hire. The right candidate thrives on accuracy, meets deadlines without reminders, and takes pride in keeping a complex operation running smoothly. Key Responsibilities Payroll Processing Process weekly payroll for field employees (laborers, foremen, drivers, mechanics) using Foundation construction accounting software Process bi-weekly payroll for office and salaried staff — hourly and exempt employees Review and approve time entries from field time tracking app; verify job cost coding to projects Apply per diem, expense reimbursements, commissions, and bonuses as approved Process garnishments and child support order deductions; remit payments to issuing agencies Manage PTO tracking in Foundation; receive manager-approved requests and apply to payroll Upload nacha files to Bank Schedule payroll tax payments Certified Payroll & Compliance Prepare and submit certified payroll reports (WH-347 or state equivalent) for all prevailing wage and government jobs Verify prevailing wage rates by classification and jurisdiction; maintain compliance documentation Process payroll across 2-3 states; apply correct withholding, file quarterly and annual state returns File new hire reports with required states within mandated timeframes Prepare and distribute W-2s; file W-3, Form 940, and quarterly 941s on schedule Job Costing Ensure all field labor hours are accurately coded to projects and cost codes in Foundation Coordinate with superintendents and project managers to resolve coding discrepancies Run periodic labor cost reports by project for President and VP President review New Hire Onboarding Manage the full onboarding process for all new hires — office and field Complete I-9 verification and E-Verify submission within required timeframes Coordinate background checks, drug testing, and MVR checks for applicable roles Facilitate benefits enrollment and forward completed documentation to third-party benefits administrator Schedule and document safety orientation and OSHA compliance forms for field hires Update DMV and Insurance company Set up new employees in Foundation — pay rate, tax withholding, direct deposit, benefits deductions Employee Records Maintain accurate and complete employee files (paper and digital) throughout employment lifecycle Store I-9 forms separately per federal requirements Update employee records in Foundation for pay changes, address updates, tax changes, and terminations Maintain training and safety certifications on employees and coordinate training when needed Additional administrative and office-related duties may be assigned as business needs and demands increase. Qualifications Required 2+ years of payroll processing experience — construction industry strongly preferred Certified payroll / prevailing wage experience (WH-347 or state equivalent) Experience with Foundation construction accounting software, or comparable construction ERP (Sage 300 CRE, Viewpoint, CMiC) Working knowledge of federal and multi-state payroll tax compliance Experience with I-9, E-Verify, and new hire onboarding processes Strong attention to detail — payroll errors have real consequences and you take that seriously Ability to manage competing deadlines across two payroll schedules Experience with Share point, Microsoft forms Intermediate level in Excel with Pivot tables Experience with certified payroll software or LCP Tracker Familiarity with construction job costing and labor hour coding Experience processing garnishments and child support orders Experience coordinating with third-party benefits administrators Preferred FPC (Fundamental Payroll Certification) or CPP (Certified Payroll Professional) designation
