Position Summary:
Love Made Visible is seeking a compassionate, organized, and knowledgeable Foster Parent Recruitment, Licensing & Support Specialist to help recruit, license, support, and retain families who are willing to open their homes and hearts to children in foster care. This position serves as a primary point of contact for prospective and current foster parents throughout the foster-care journey. The Specialist will support families through recruitment, education, licensing, home-study completion, ongoing assessment, documentation, resource coordination, and placement support.
The ideal candidate understands that recruitment and retention go hand in hand. Recruiting foster parents is only the beginning; providing families with meaningful emotional support, practical resources, respite connections, professional support, education, and a strong sense of community is essential to helping foster families remain engaged and successful. The Specialist will work collaboratively with foster parents, case managers, licensing personnel, community partners, and child-welfare professionals to promote safe, stable, and supportive foster homes.
Essential Responsibilities:
Foster Parent Recruitment & Retention Recruit, engage, and educate prospective foster parents about the realities, responsibilities, rewards, and challenges of foster parenting. Develop positive relationships with prospective caregivers and guide them through the steps necessary to become licensed foster parents. Support foster-parent retention by identifying family needs, barriers, concerns, and opportunities for additional support. Maintain consistent communication with prospective and current foster parents and respond to questions and concerns in a timely and professional manner. Help create a welcoming, supportive experience for families from initial inquiry through licensing and ongoing foster-care service. Participate in community outreach, recruitment events, informational sessions, and other activities designed to increase awareness of the need for foster families. Build relationships with community organizations, churches, schools, businesses, professionals, and other potential recruitment partners. Foster Home Licensing & Home Studies Complete initial and re-licensure foster home studies in accordance with applicable Florida Administrative Code and agency requirements. Conduct comprehensive assessments and evaluations of applicants, household members, and identified babysitters. Collect, verify, organize, and maintain required licensing documentation. Coordinate and monitor background screening requirements, including applicable abusereport histories and other required screenings. Conduct home visits and assess the safety, suitability, and readiness of prospective and licensed foster homes. Evaluate household composition, physical space, family skills, training, capacity, and other factors relevant to foster-home licensing. Prepare licensing recommendations regarding approval, denial, continuation, or additional requirements based on established standards. Identify licensing concerns and incident-related issues and make appropriate recommendations for resolution. Ensure licensing packets are complete, accurate, and meet applicable regulatory, expiration, and submission requirements. Conduct licensing file reviews and prepare documentation for processing and issuance of licenses. Assist with DCF licensing reviews, monitoring activities, and applicable federal or state compliance reviews.
Foster Parent Support:

Emotional Support:
Connecting foster parents with supportive relationships, peer networks, mentors, and appropriate professional resources.
Respite Care:
Helping families identify available respite resources and encouraging healthy caregiver support and self-care.
Information & Resources:
Providing families with information about foster-care processes, available services, community resources, and the needs of children in care.
Professional Support:
Helping families connect with appropriate counseling, behavioralhealth, medical, educational, and other professional services.
Connection & Community:
Creating opportunities for foster parents to connect with other caregivers, share experiences, build relationships, and develop a sense of belonging. Ongoing Foster Home Support & Assessment. Conduct regular and ongoing home visits throughout the initial licensing and foster-care process. Conduct ongoing assessments to determine the family's capacity based on household composition, family skills, training, physical space, child needs, and other relevant factors. Identify strengths, challenges, and support needs within foster homes. Participate in placement-support staffings and make recommendations regarding fosterparent needs and supports. Help identify resources and interventions that may stabilize foster placements and support foster-family success. Serve as a liaison between foster parents, case managers, licensing staff, and other professionals to promote clear communication and timely resolution of concerns. Provide responsive support to foster parents during challenging situations and help families identify appropriate resources and next steps. Documentation, Compliance & Quality Assurance. Collect, organize, monitor, and distribute documentation required for licensing and quality management standards. Maintain accurate and timely licensing records and tracking systems. Monitor licensing deadlines, expiration dates, required documentation, screenings, training, and other compliance activities. Review files for completeness, accuracy, and compliance with applicable policies, procedures, statutes, and administrative rules. Assist peer Licensing Specialists with monitoring, data collection, regulatory activities, and eligibility requirements as needed. Participate in agency strategic planning, quality-improvement initiatives, and compliance activities. Participate in the development and annual review of unit policies and procedures to ensure alignment with current state, federal, and system-of-care requirements. Analyze, integrate, track, and report data as required. Maintain confidentiality and protect sensitive information in accordance with agency policies and applicable laws.
Qualifications Required:
Applicants must have an active certification in good standing from the Florida Certification Board in one of the following credentials: CWCM
- Certified Child Welfare Case Manager CWLC
- Certified Child Welfare Licensing Counselor CCWS

Certified Child Welfare Supervisor Preferred:
Knowledge of Florida's child-welfare System of Care. Knowledge of Florida child-welfare certification requirements. Experience with Florida's Statewide Automated Child Welfare Information System (SACWIS)/Comprehensive Child Welfare Information System (CCWIS). Experience with FSFN. Experience working with foster parents, child-welfare professionals, families, or children involved in the child-welfare system. Experience with foster-home licensing, home studies, case management, family assessment, recruitment, or retention.

Ability to manage multiple priorities, deadlines, and cases while maintaining attention to detail. Ability to travel locally approximately 40% of the workweek. Ability to participate in on-call assignments. Special Conditions:
