Code Enforcement Officer Job Summary:

Working under the Animal Control / Code Enforcement Officer and/or designee, this dualfunction position enforces municipal codes, ordinances, state laws, and animal control regulations to protect public health, safety, and quality of life. Responsibilities include investigating complaints, conducting inspections, issuing notices and citations, preparing reports, processing cases, enforcing abatement actions, and supporting municipal court procedures. This position also performs full animal control duties, including impoundment, transport, care, vaccination verification, kennel sanitation, and responding to stray/dangerous animal situations. The role requires strong publicinteraction skills, conflict resolution, professionalism, and the ability to work in potentially hazardous, stressful, and varied environmental conditions, including harsh weather. Rotating afterhours and emergency call responsibilities are required.

Essential Job Functions:

Code Enforcement Duties:

Enforce municipal regulations including land use, nuisance housing, building codes, health/safety, water waste, and publicconcern matters. Investigate complaints involving public nuisances, weeds, brush, rubbish, junk vehicles, offsite signage, and dangerous/dilapidated structures. Patrol the city to identify ordinance violations and determine corrective actions. Maintain violation records in iWorQ; prepare monthly enforcement reports. Process cases including documentation, posting notices, preparing citations, courtroom testimony, and abatement oversight. Inspect properties, make contact with property owners or occupants, and conduct followup actions including letters, inspections, calls, meetings, and negotiations. Conduct changeofuse/occupancy inspections and assist the permit department. Testify at municipal court hearings and administrative proceedings. Operate computer/cell phone for data entry, research, complaint processing.

Animal Control Duties:

Investigate animal nuisance, cruelty, neglect, disease, bites, dangerous animals, and stray animal issues. Explain animal laws, shelter policies, and complaint procedures to the public. Verify rabies vaccination compliance and maintain records. Perform kennel and grounds sanitation; monitor animal health and report issues. Patrol community to identify animalrelated problems and ensure compliance with safety laws. Capture, load/unload, transport stray/dangerous/unlicensed dogs. Maintain detailed intake/outtake records per state law and municipal code. Operate humane traps, body camera, camera, and necessary animal control equipment. Identify injuries/disease symptoms and recommend veterinary evaluation. Assist with seizure warrants, cruelty cases, filing criminal charges, and court testimony. Coordinate with SPCA, rescues, educational groups to promote responsible pet ownership. Help maintain accurate social media posts for adoptable dogs; assist with adoptions.

Administrative & Community Duties:

Coordinate with City Administrator, Mayor, City Secretary, Municipal Clerk, and Code Enforcement staff. Dispose of records per policy; prepare and send notices for hearings. Participate in outreach activities and public education. Perform additional duties as assigned. Respond to disasters/emergency conditions (hurricanes, freezes, etc.)

Minimum Job Requirements:

High School Diploma or GED. Valid Texas Drivers License. State of Texas Certification as a Code Enforcement Officer. State of Texas Basic Animal Control Certification (or ability to obtain within 1 year of hire.)

Knowledge of:

City, County, State, and Federal laws related to code enforcement. Court evidentiary requirements. ADA regulations. Basic animal care, handling, and breeds. Skill / Ability to: Work cooperatively as part of a team. Remain objective in stressful situations. Read and interpret maps. Communicate professionally with residents, staff, and external agencies. Resolve conflicts and maintain professionalism under stress.

Physical Requirements:

Extensive physical activity including use of hands, reaching, standing for long periods. Pushing/pulling heavy objects. Walking, sitting, climbing/balancing, stooping, kneeling, crouching, crawling. Ability to lift/move up to 75 pounds. Ability to withstand strong odors. Mental capability to handle stressful situations and uneasy sights.
