Job Description

SENIOR PUBLIC HEALTH ENGINEER DISTINGUISHING FEATURES OF THE CLASS
This is responsible professional public health engineering work requiring a high level of technical knowledge and professional competence. An employee in this class will be required to administer specific programs, serve as a resource person to other staff members and supervise the engineering section in the absence of the Supervising Public Health Engineer. This class differs from Public Health Engineer by virtue of the increased level of technical knowledge required, the more complex work performed, and the requirement of a professional engineering license. The work is performed under general supervision with considerable leeway allowed for the exercise of independent professional judgment in carrying out assignments. Supervision will be exercised over the work of subordinate clerical and technical employees and may be exercised over the work of subordinate professional employees.
TYPICAL WORK ACTIVITIES
Typical work activities for incumbent in this title include those listed below in addition to those typical work activities performed by lower level titles in the series. They are indicative of the level and types of activities performed by incumbents in this title. It is not meant to be all inclusive and does not preclude a supervisor from assigning actives not listed which could reasonably be expected to be performed by an employee in this title. 1. Reviews and may approve plans and specifications for water and sewage disposal systems, solid waste facilities, realty subdivisions, swimming pools and bathing beaches; 2. Monitors compliance with SPDES permit requirements; 3. Determines environmental significance of project proposals under State Environmental Quality Review Act (SEQR); 4. Provides technical assistance to other engineering staff members and Sanitarian section; 5. Provides advice and assistance on public health engineering matters to consulting engineers, local officials and the public; 6. Leads and participates in field investigations, tests and inspections; 7. Participates in enforcement proceedings, including giving testimony at hearings; 8. May supervise engineering section on an acting basis for a limited period of time; 9. May sign permits and plans;
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles and techniques of public health and environmental engineering programs which include water supplies, public swimming pools, bathing beaches, sewage collection, treatment and disposal; subdivisions, water supplies and sewage collection, treatment, and disposal; water pollution control; solid waste disposal; good knowledge of provisions and Public Health Law and State and County Sanitary Code related to the above subjects; ability to supervise public health engineering programs; ability to deal satisfactorily with public health and other officials; ability to develop and maintain good public relations; physical condition commensurate with the demands of the position.
SENIOR PUBLIC HEALTH ENGINEER MINIMUM QUALIFICATIONS
Possession of a license to practice professional engineering in
New York State AND:
EITHER:
(A) One year of satisfactory experience as an Assistant Public Health Engineer or Public Health Engineer in a New York State city or county or Assistant Sanitary Engineer employed by New York State;
OR:
(B) Two (2) years of equivalent satisfactory engineering experience in environmental health.
SPECIAL REQUIREMENT
Individuals meeting either the promotional or open competitive qualifications and who are eligible for the Professional Engineering License may apply for a conditional certification as a Senior Public Health Engineer. NOTE 1: The applicant must be eligible for a professional engineer's license issued by the State of New York. The candidate must possess the license at the time of appointment. NOTE 2: A Master's degree or equivalent academic education in engineering acceptable to the State Commissioner of Health may be honored in lieu of one (1) year of required general experience. NOTE 3: A Doctor's degree or equivalent academic education in engineering acceptable to the State Commissioner of Health may be honored in lieu of two (2) years of the required general experience. When credit is allowed for a Doctor's degree, no additional credit is allowed for a Master's degree. NOTE 4: Possession of a valid New York State Motor Vehicle Operator's license at time of appointment.
