JOB DESCRIPTION
This position primarily ensures compliance with applicable laws and regulations by performing inspections of animal feeding operations. The inspections shall determine whether a permit is required for the facility operation, and, where the facility is already permitted, document whether the provisions of the permit required to assure maintenance of water quality standards are being followed. Where non-compliance with a permit or the laws and regulations is found, documents the non-compliance, follows up and provides recommendations of actions needed to return to compliance and/or provides support for any enforcement actions taken. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
RESPONSIBILITIES
This position is primarily responsible for: Perform inspections at assigned facilities in accordance with approved schedules and according to standard Department procedures. Tracks inspection follow-up activities and communicate with permittees within agency/program goals. Conduct follow-up inspections as necessary. Provides general and compliance recommendations, where applicable, citing appropriate provisions of the permit, law, or regulation. Issues general permits for AFO and poultry operations in accordance with state regulations and agency guidelines. Maintains CEDS database for permitting actions. Conducts compliance and unscheduled inspections to assess the compliance status of the facilities/sites. Conducts PReP, complaint investigations and other miscellaneous activities following established Agency procedures. Reviews and assimilates applicable State and Federal laws, regulations, and guidance, and job-related technical documents and determines how any changes will affect job responsibilities.
QUALIFICATIONS
Knowledge of Nutrient management; soil science; agronomy; chemistry/biology; federal and state regulations; enforcement procedures; personal computer operation, Verbal and written communications. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Must possess a Virginia Certified Nutrient Management Planner certification or be eligible to become certified within 6 months.
