To perform administrative, technical, specialized open records management tasks, and evidence unit assistance to support the Mt. Juliet Police Department. This position is primarily responsible for evidence management and the processing Freedom of Information Act (FOIA) and open records requests in accordance with Tennessee state law, managing expungement orders, and providing essential organizational support to the Evidence Unit. The Evidence Assistant - FOIA handles highly sensitive and confidential information, ensuring that the department's evidence and records are maintained, released, or purged accurately and efficiently, in strict legal compliance.
SUPERVISION
General supervision is provided by the Evidence Coordinator within the Administrative Services Bureau.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Adhere to and comply with the City of Mt. Juliet Personnel Policy and Procedure Manual. 2. Meticulously manage and maintain all property and evidence in compliance with the city's policies and legal requirements. This includes the physical handling, transport, and secure storage of items. The role requires the ability to perform manual labor. 3. Ensure all procedures adhere to federal, state, and local regulations concerning the release and disposal of property and evidence. This includes coordinating with the Finance Department on evidentiary money, maintaining records in the TBI Sexual Assault Forensic Evidence Kit Tracking System, and communicating with the TN Department of Safety and Homeland Security on drug seizures. 4. Receive, review, and accurately process all FOIA and open records requests from the public, media, and legal entities in strict adherence to Tennessee public records laws. 5. Process all court-ordered expungements, ensuring the complete removal, redaction, or sealing of applicable records across all physical and digital departmental databases. 6. Provide vital administrative and operational support to the Evidence Unit, assisting with the intake, documentation, and systematic filing of property and evidence records. 7. Ensure all records management, redaction processes, and evidence support protocols meet the department's high operational standards and align closely with TLEA accreditation requirements. 8. Interact with police personnel, the public, other organizations, and agencies regarding police records; provide information regarding police activities, operations, and records to the public, department personnel, and other agencies.
OTHER DUTIES AND RESPONSIBILITIES 1.
Coordinate with the police department or other legal officials as needed. 2. Attend and participate in professional group meetings, stay abreast of new trends and innovations in law enforcement evidence management, records management, FOIA, and open records requests. May greet and provide information to citizens visiting the department. 3. Preparation of correspondence. 4. Serve as a notary public for the department. 5. Perform other duties as assigned.
MINIMUM JOB REQUIREMENTS EDUCATION
High School Diploma or equivalent.
EXPERIENCE
The employee must have at least two (2) years of general office experience, preferably within a law enforcement, legal, or records management setting. Demonstrated experience handling confidential information and navigating complex documentat ion.
LICENSES AND CERTIFICATES
Possession of a valid Tennessee driver's license. No felony or serious misdemeanor convictions involving Moral Turpitude as the term is defined by the law, and not to have been released or discharged under any other than Honorable conditions from any of the Armed Forces of the U.S. Citizen of the United States. Have fingerprints on file with the
TBI. KNOWLEDGE, SKILLS, AND ABILITIES KNOWLEDGE OF
Organization structure of the police department. Law enforcement software systems Personnel management policies and procedures. Pertinent federal, state, and local laws, codes, and regulations. Modern office equipment, computers, procedures, and methods. Basic report preparation English usage, spelling, grammar, and punctuation. Principles and procedures of record keeping. Court administration
SKILL IN
Computers and relevant software applications to include basic knowledge of Word, Outlook, Excel, PowerPoint, video redaction software, and other databases or systems used by the department. Public contact in a variety of situations. Use and/or management of dispatch, records management, and computer-aided dispatch systems. Preparation of proper procedures and requirements of court documentation. Entering information with high accuracy and attention to detail with frequent interruptions.
ABILITY TO
1. Read, interpret, and enter information clearly and correctly for various programs and reports. 2. Communicate clearly and concisely, both orally and in writing. 3. Establish and maintain cooperative working relationships with those contacted in the course of work, including co-workers, City and other government officials, community groups, and the public. 4. Follow and apply federal, state, and local policies, procedures, laws, and regulations. 5. Pass medical/physical, psychological examination, and drug test.
