Internal Promotional Opportunity Notice In December of 2025, The City of Louisville Police Department conducted a competitive promotional selection process for the position of Police Division Commander. Employees who successfully completed the established selection process were placed on an eligibility list that remains valid through at least 12/30/2026, with an option to extend the eligibility another 6 months. The Louisville Police Department currently has an additional vacancy for this Police Division Commander position and intends to consider candidates from the established eligibility list in accordance with the selection process previously communicated. •The City of Louisville is seeking qualified candidates for the position of Police Division Commander. This position will provide senior-level management of police operations and support services within one of the functional divisions of the department. This position oversees general field operations and service delivery of the department, including supervising staff operations; making tactical and operational decisions; assuming command at major crime incidents; implementing crime reduction and special community projects; managing professional standards; maintaining and managing department administrative records related to training and personnel matters; overseeing records and evidence management workgroup and services; managing hiring processes in collaboration with the City of Louisville Human Resources Department; coordinating staff training, inventory and asset management and deployment, and overseeing the completion of all administrative and managerial functions of the department. Under the overall direction of the Chief of Police and the general direction of the Deputy Police Chief, the Police Division Commander may be assigned operational or support services administrative management tasks. The position commands and manages the operational and administrative training functions of the Department's Uniformed and Police Operations staff, or Support Services staff. The Division Commander supervises assigned personnel through direct observation, written reports, and verbal direction. ESSENTIAL JOB DUTIES

Assume command of the police department in the absence of the Chief of Police and Deputy Chief's absence; available for on-call status as needed. Assist the Chief and Deputy Chief in operational, administrative, budgetary, and procedural duties. Assist in developing, reviewing, and updating departmental policies, procedures, department General Orders, and regulations governing personnel, standards of performance, and operating procedures. Supervise and oversee the planning of departmental activities, special events, and joint operations with other criminal justice agencies. Assist in serious criminal investigations as well as non-routine investigations as assigned by the Chief. and Deputy Chief. Assume Operational Command and coordinate department response to of large-scale emergency events or similar incidents that involve multi-jurisdictional response. Assist in the recruitment, selection, and retention of sworn and non-sworn personnel; make recommendations concerning hiring, promotion, or discipline. Conduct training and briefing sessions with subordinate staff related to departmental policies, procedures, practices, laws, rules, and regulations. Coordinate and direct the work activities of supervisory and non-supervisory members of the department. Plan, develop, and implement programs and projects of both sworn and civilian personnel in a variety of Police Department activities including police patrol, code enforcement, follow-up investigation, community relations, crime prevention, training, and non-criminal police services[RG1.1]. Make recommendations for staffing and equipment to meet assigned division's needs and assist with budget planning purposes to ensure effective expenditure of allocated funds; authorize purchases of supplies, materials, and equipment within assigned division[RG2.1]. Work in both a uniformed and plain clothes (business attire) capacity. Conducts face-to-face meetings with Patrol frontline supervisors on all shifts and work groups within assigned Division on a regular basis; may work a modified schedule to include both daytime and evening hours on occasion. Participate in the development, execution, and attainment of departmental goals and objectives. Prepare a variety of studies, reports, and presentations on police related topics for department decision[RG3.1]-making purposes. Represent the police department and interact or attend meetings with other city departments, civic groups, news media, and criminal justice/ public safety entities. Ensure facilities and equipment are maintained properly; coordinate maintenance[RG4.1] and repair functions. This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.

ESSENTIAL SUPERVISORY DUTIES

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, and prepares and conducts timely and constructive performance appraisals. Makes decisions or recommendations regarding hiring, promotions, transfers, disciplinary actions, and other personnel matters as necessary. Coaches, counsels, and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies, and procedures. Encourages creative thinking and problem-solving and supports participatory decision-making when appropriate. Provides training and job enrichment opportunities for direct reports and encourages professional growth and development.

OTHER DUTIES AND RESPONSIBILITIES

Regular and predictable attendance required. Other duties as assigned.

EDUCATION, TRAINING, AND EXPERIENCE

Eight (8) years of experience as a POST Certified Law Enforcement Officer with progressive supervisory experience including at least three (3) years of experience as a Sergeant. Bachelor's degree in Criminal Justice, Sociology, Psychology or other closely-related field is preferred. Demonstrated successful supervisory or management experience in both law enforcement operations (field/ uniform) services and administrative support services is preferred. Graduation from a nationally-recognized executive law enforcement development program (Northwestern University School of Police Staff and Command, Southern Police Institute, FBI National Academy, LEEDA Trilogy Program, or equivalent course of study) preferred. An equivalent combination of acceptable education, training, and experience may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

Understand the concepts of modern police methods, techniques, procedures, administrative operations, and organization. Ability to analyze problems, make sound decisions consistent with department policies, and assess the effectiveness of decisions. Ability to supervise employees. Ability to lead large-scale operations consisting of personnel and equipment under emergency conditions involving danger to life and property. Ability to establish and maintain effective working relationships with employees, representatives of other agencies, and the public. Effective verbal and written communication skills. Ability to interpret, implement, and enforce department regulations, municipal ordinances, state laws, and federal laws. Ability to plan, develop, and organize programs and projects.

LICENSE, REGISTRATION, OR CERTIFICATE

Current Colorado Peace Officer Standards and Training certificate by time of appointment. Current driver's license in good standing with no major violations in the past three (3) years, with the ability to obtain a Colorado Driver License within ninety (90) days of hire, and must maintain good standing through employment.

OTHER NECESSARY REQUIREMENTS

Internal candidates will be required to successfully complete a testing process that includes: Assessment Center/ writing exercise and other appropriate testing for a Police Division Commander prior to appointment.

PHYSICAL REQUIREMENTS OF THE JOB

While performing the duties of this job, the employee is regularly required to read, speak, and hear. The employee is required to use hands and fingers to handle or feel objects, tools, or controls for simple grasping, fine manipulation, and computer operation. The employee is required to walk and reach with hands and arms. The employee is required to stand, stoop, kneel, bend, crawl, or crouch for up to ten (10) hours per day. The employee may lift or move up to fifty (50) lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Frequent and repetitive use of the feet in the operation of the foot controls of a vehicle. Frequent eye and hand coordination is necessary.

WORK ENVIRONMENT

Works primarily in an office setting, however, may be required to work outdoors at any time during the year regardless of weather conditions. The employee is exposed to traffic, crime scenes, and violent situations (which may include domestic or hostage situations where physical or deadly force may be used). The noise level may range from low to very high. Frequently uses weapons and specialized equipment associated with policing, and operates police vehicle. Also uses standard office equipment including personal computer, typewriter, fax machine, scanner, digital camera, photocopy machine, calculator, pager, and cell phone.
