DEPARTMENT OVERVIEW

The Englewood Police Department is a full-service, community-focused law enforcement agency dedicated to protecting life and property while fostering trust through transparency, accountability and proactive policing. The Department consists of 40 sworn and civilian employees providing a range of services - road patrol, criminal investigations, traffic enforcement, school and community engagement, and a multi-jurisdictional public safety dispatch center serving eight additional police, fire and EMS agencies beyond Englewood. The Director (Chief) of Police job opportunity is available due to the recent appointment of the current Chief to serve as Englewood's next City Manager.

KEY RESPONSIBILTIES

The Director (Chief) of Police serves as the chief administrative officer of the Police Department and oversees the day-to-day operations of the agency. Reporting to the City Manager, this position provides executive leadership to Department personnel, ensures the delivery of police services promoting the safety and security of the City, plans for and directs the operation of the Department (through sworn and civilian supervisors) including personnel, budget development and administration, safety, training, equipment, facilities, services, public relations, policies and procedures, and other administrative responsibilities. The Chief advances a philosophy centered on people-first leadership, operational efficiency, continuous learning, innovation, effective communication, transparency and proactive community engagement. The position requires sound judgment in operational and administrative decision-making, experience leading personnel through complex organizational and critical incidents, and a strong understanding of emergency response and incident management.

OUR ORGANIZATION

• Home Rule Charter City with a Council-Manager form of government since 1970
• Mayor elected at large with six City Council members elected by Englewood residents, and an appointed Clerk who serves the Council
• Appointed City Manager, who serves as the City's chief executive officer
• Appointed Law Director, who serves as chief legal counsel to City Council and city administration
• Full-service city with seven departments and 150 full and part-time employees
• 2026 All Funds budget of approximately $52 million

MINIMUM QUALIFICATIONS

• Five or more years of progressive leadership experience in supervisory, administrative, or command-level roles, with demonstrated ability to lead personnel and operations, or any equivalent combination, experience and training which provides the required knowledge, skills and abilities.
• Possession of a bachelor's degree in law enforcement, organizational leadership, public administration or related field.
• Possess a current Ohio Peace Officer Basic Training certificate from the Ohio Peace Officers Training Commission (OPOTC) or be eligible for immediate reciprocity.
• Valid State of Ohio driver's license (or obtain within 30 days of employment, if licensed in another state) and remain insurable under the City's vehicle insurance plan.
• Must be able to pass a police background investigation for employment and obtain clearance as a practitioner for the Ohio Law Enforcement Automated Data System (LEADS).

PREFERRED QUALIFICATIONS

• Master's degree in law enforcement, organizational leadership, public administration or related field.
• Completion of command-level or executive leadership training (i.e., STEP, PELC, CLEE, etc.)
• Experience supporting organizational initiatives such as strategic planning, budgeting, policy development or accreditation desired.

RESIDENCY REQUIREMNT

• Within six months of appointment, the Director (Chief) of Police must reside within Montgomery County or an adjacent county.

COMPENSATION & BENEFITS

• $112,134 to $149,643 annually, depending on qualifications and experience
