•Within the Municipal Boundaries and other property owned by the City of Abernathy. Description The City of Abernathy, Texas is seeking an experienced, ethical, and community focused law enforcement professional to serve as its next Chief of Police. The Chief of Police is the chief executive officer of the Abernathy Police Department and is responsible for the overall leadership, management, administration, and operation of the Department. The Chief provides strategic direction for patrol, criminal investigations, public safety, personnel, training, technology, budgeting, policy development, standard operating procedure development, and community relations. The successful candidate will be expected to provide strong professional leadership while maintaining accountability, transparency, fiscal responsibility, and the highest standards of integrity and public service. The Chief will work closely with the Mayor, City Council, City Administration, employees, residents, businesses, neighboring law enforcement agencies, prosecutors, courts, emergency services, and other governmental and community organizations.
Qualifications:
Minimum Qualifications An applicant for Police Chief shall meet the following criteria in order to be considered for the position: Be certified as an Advanced Peace Officer by the Texas Commission on Law Enforcement. Preference may be given to candidates possessing a LEMIT certification. Possess a minimum of 10 years full-time employment history as a police officer within a municipal or county department, 2 of which being assigned to a supervisory position within a single department. Computer experience, ability to work with usual departmental and presentation software. Shall be of good moral character; must not have received a Brady Bill. Ability to work with minimum supervision. Ability to reside within the Abernathy city limits within one (1) year of hire. Essential Job Functions include, but are not limited to,: Plans, organizes, directs and coordinates the activities of departmental personnel in the preservation of order, protection of life and property; enforcement of laws, codes and ordinances, investigation and prevention of crime, and maintenance of effective communication and records systems and other support activities. Develops, implements, and revises departmental rules, procedures and policies; reviews actions and conduct of subordinates, recommends corrective action and maintains effective discipline throughout the department. Directs and participates in the development, implementation and monitoring of annual departmental budget; prepares reports and recommendations concerning proposed city activities and their budgetary and/or staffing impact on the city and the Police Department; and recommends purchase of equipment and supplies. Selects and evaluates Police Department personnel; assigns work projects; coordinates work of subordinates and has general accountability for the effectiveness of all operations; observes and takes corrective action on significant employee relations problems; including but not limited to disciplinary actions, and complaints. Presents Police Department policies, activities and procedures to officials of public and private agencies and the general public to explain or amplify Police Department programs and actions. Coordinates Police Department activities and maintains liaison with other federal, state, county and local law enforcement related agencies on judicial, prosecution and defense issues. Represents the Police Department before the City Council; prepares and presents special studies and reports concerning Police Department programs and activities. Represents the Police Department before various community groups, develops and implements the department's community relation efforts. Ensures effective communication is maintained between divisions and throughout the department and other departments within the city. Reviews and timely responds to correspondence and phone calls. Ensures departmental objectives are carried out in an effective manner through routine reviews of personnel, body camera footage, and car camera footage. Maintains Liaison between Police Department, Mayor and Council Attends Council meetings and other community functions; acts as liaison when coordinating with other police departments, the FBI, or other agencies, makes and delivers speeches Ensures complete, consistent, timely and fair internal affair investigations are conducted Ensures timely and quality completing of all tasks and special projects through selection and training of the staff and coordination of workflow Coordinates activities between Municipal Court and Police Department; special events and Public Works; emergency responses with the Abernathy Volunteer Fire Department or other emergency response agencies. Ensures the hiring procedures are followed. Maintains standards of performance for various task and ensures that staff adheres to these standards Ensures supervision of staff is consistent with the City of Abernathy policies and practices as stated in the Abernathy Personnel Police and the Abernathy Police Department Policy and Procedure Manual. Ensures efficient physical operations of the department by maintaining all supplies, maintenance, contracts, security, and other location related administrative duties Performs other related miscellaneous duties such as: firearms testing; conducting management studies Coordinates critical incidents involving Local and County Emergency Planning Committees Ensures smooth flow of information between city departments, volunteer agencies, county agencies, State and Federal agencies and community boards and committees as needed. Performs other duties as assigned.
Knowledge/Skills/Abilities:
Knowledge of:
Police Operations, policies, procedures, rules and regulations. Up-to-date policy methods, practices, and techniques. The functions and objectives of county, state, and federal law enforcement agencies. Budgeting and fiscal management as it relates to the operations of municipal law enforcement, as well as grant and funding sources Techniques used to motivate subordinate personnel, maintain high employee morale and promote teamwork. Principles of supervision to interview, direct, train, and evaluate subordinates. Computers and software applications related to the essential functions of the job.
Ability to:
Effective communication, both verbally and in writing and in public speaking. Effectively present both orally and in writing material requiring precision, diplomacy and considerable skill in explaining concepts. Assess and resolve employee relations problems. Coordinate programs of subordinate units of the Police Department; plan activities; and maintain an effective leadership role within the Police Department and the community Identify and analyze Police Department needs and their relationship to community needs and interests; and develop and implement plans and programs to meet those needs. Establish and maintain effective and cooperative relations with the community. Analyze information from a variety of sources, examine alternatives, draw logical conclusions and recommend and/or direct a course of action. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: Sitting or standing for extended periods of time or Operating assigned equipment.
Acceptable Experience and Training:
Any combination of experience and/or education which would have applied or developed the knowledge and abilities listed above and considerable experience in a command level position.
Certificates/Licenses Required:
Advanced Certification by the Texas Commission on Law Enforcement (TCOLE) and appropriate Texas driver s license.
