Position Summary:
Under direction of the City Manager, the Chief of Police is responsible for the comprehensive administration and management of a service-oriented department for the City of Justin's community policing, crime prevention, law enforcement, community engagement events assisting the City's continued growth and ensuring the best possible level of service is being provided to the community, its visitors and our neighboring communities. .
Essential Functions:
Plans, develops, and implements various projects and programs relevant to municipal law enforcement functions; participates in the City's process of establishing goals and setting objectives. Organizes the department by establishing the formal lines of authority within the department and changing the size and/or composition of such to meet changing demands. Identifies and documents staffing needs; administers personnel functions of the department, i.e., hiring, promoting, appointing, and terminating employment as required. Establishes and communicates general and specific departmental rules, regulations, policies, and procedures. Establishes and oversees a procedure for maintaining discipline within the department. Acts as the department's direct representative before the City government and the community. Resolves major administrative and operational deficiencies, and intra- and interdepartmental conflicts and issues unable to be resolved at subordinate levels. Coordinates the major pursuits of the department by promoting administrative and managerial consistency throughout the department, and maintaining liaison with other department heads, City staff, and various outside agencies. Communicates to City administrator's matters of immediate interest or importance to the City or department and responds to a variety of operational and administrative questions and inquiries from various sources. Prepares a variety of analytical/statistical reports, projects, proposals, or related documentation on a wide variety of topics for presentation/justification to the Mayor, City Council, or others. Administers the development and implementation of the departmental budget, monitors fiscal operations to ensure efficient use of resources. Maintains current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement, and ensures personnel under charge are apprised of all changes applicable to their position. Administers an effective records management function, ensuring adherence to established official and public records regulatory guidelines concerning retention, destruction, etc… Reviews and updates policies and procedures; identifies operation and administrative deficiencies and provides recommendation for changes as appropriate. Tests and processes law enforcement applicants, to include interviewing. Processes employee discipline, complaints, and grievances. Conducts internal investigations in conjunction with the Mayor and/or City Attorney's Office and other law enforcement agencies on an as needed basis. Serves as Public Information Officer as needed for Department matters. Evaluates equipment needs and replacement. Trains and develops subordinates by providing leadership, assisting with investigating complicated incidents, providing motivation, and developing a positive morale environment. Maintains discipline by counseling employees and makes written reprimands and other disciplinary action as needed. Identifies operational and administrative deficiencies and implements change or submits written or oral recommendations commensurate with a Chief's authority. Investigates citizen's complaints concerning departmental employees and/or services, resolves problems between the subordinate and the citizen, and advises citizens of departmental policies and procedures. Responds to serious or complex incidents, supervises personnel at scene, and provides coordination, additional personnel and resources as required, i.e., to ensure evidence is properly secured, to organize a crime scene. Prepares written reports, forms, and other paperwork as required, and ensures the timely completion of such by subordinates, reviews documentation of subordinates for accuracy, completeness, and adherence to department policies, procedures, and regulations. Conducts routine patrol in designated areas by vehicle, bicycle and on foot; establishes open communications and the presence of law enforcement within the community. Responds to calls for police service and acts upon observing a circumstance or situation requiring police attention. Interviews witnesses, victims, suspects, and arrested persons to obtain pertinent information concerning accidents/crimes. Responds to burglary and fire alarms, and robbery in progress calls, and performs security checks of buildings and homes. Provides emergency first aid; assists emergency medical and fire personnel as needed. Conducts crime scene investigations, i.e., identifies and collects crucial evidence to be secured for processing, manages evidence in a manner to protect chain of custody. Enforces State and local traffic laws to ensure safety, investigates motor vehicle accidents, and protects lives and property at motor vehicle accident scenes. Identifies and issues citations to violators of misdemeanor offenses. Enforces laws and apprehends misdemeanor and felony violators and fugitives; arrests and transports persons found to have committed a criminal act. Testifies in courtroom proceedings as needed. Performs report and record maintenance duties, i.e., daily activity logs, offense reports, crime reports, statements, arrest reports, warrants, mileage sheets, impound records, fingerprint cards. Attends in-service training to maintain current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement. The ability to follow written and/or oral directions. Ability to schedule and organize work to meet established guidelines in an environment where interruptions may frequently occur. The ability to complete day-to-day work assignments as well as daily duties. Perform other duties as assigned.
Requirements:
High school diploma or GED; supplemented by Master Peace Officer License. Associate degree required, bachelor's degree or higher in a related field preferred.. Five-years of responsible law enforcement command staff A minimum NIMS classes 100, 200, 700 and 800 Experience as an Emergency Management Coordinator or Assistant Emergency Management Coordinator. Attended and successfully completed leadership training series such as LCC through the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT), FBI National Academy and other similar trainings. CPR training/ AED and basic lifesaving training. supplemented by completion of in-service training. possession of a valid state driver's license. Must be at least 21 years of age. Must be a licensed peace officer with the State of Texas Must complete an Employment Application. Complete the TCOLE Personal History Statement. Must pass pre-employment background check. Must pass pre-employment physical examination. Must pass pre-employment drug test.
