JOB SUMMARY
: Under the general supervision of the Police Administrative Services Commander, the Records Clerk performs a variety of specialized clerical and technical duties in support of the Police Department's Records Division. Responsibilities include maintaining, entering, researching, retrieving, and validating police records, reports, and other departmental data. This position ensures that records are accurate, complete, properly maintained, and accessible in accordance with applicable laws, regulations, and departmental policies.
ESSENTIAL JOB FUNCTIONS
1. Act as Custodian of Record for various types of police records, reports, information, etc. that are kept in the normal course of business for a professional law enforcement agency. 2. Process Texas Public Information Act (PIA) requests, subpoenas, and other legal processes for various police records pursuant to applicable laws and procedures. 3. Receive, process, audit, retain, and provide a variety of confidential police records, reports, and data information requiring technical knowledge of department operations and procedures; maintain moderately complex operating and activity records; perform specialized computer searches and queries; provide reports and information to internal staff, outside agencies, and the public in accordance with established policies, guidelines, laws, and procedures. 4. Conduct specialized statistical research, requiring information gathering from various sources, databases, law enforcement agencies, etc. 5. Review, classify, amend, monitor, and/or submit agency data and reports to the Texas Department of Public Safety (TXDPS) Crime Records Division and the Federal Bureau of Investigation for Uniform Crime Reporting/NIBRS, CJIS, VICAP, and other databases as required. 6. Liaison to TXDPS for
TCIC/CJIS
compliance; may be assigned as Terminal Agency Coordinator, audit TCIC files as required, and maintain compliance with
TCIC/NCIC
systems. 7. Attend to the Police Department's customer service counter during general business hours, serving as the receptionist and providing frontline customer service to include, but not limited to, answering general inquiries, referring citizens to proper authorities or locations, answering and directing phone calls, screening and escorting visitors and/or contractors to the police building, etc. 8. Participate in the development and implementation of goals, objectives, policies, procedures, and priorities for the Police Records unit. 9. Participate in the planning of the annual budget for the Police Records unit, including record storage needs related to staffing, equipment, materials, supplies, etc. 10. Participate and/or serve on a variety of Department or City boards, commissions, and committees; prepare and present staff reports and other necessary correspondence related to those positions. 11. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 12. Perform other duties as required.
MINIMUM QUALIFICATIONS
:

1. Thorough knowledge of modern records management and retention procedures, and related laws and procedures such as the Texas Public Information Act and Texas State Records Retention Schedule. 2. Thorough knowledge of reports, recordkeeping, filing, etc. principles and techniques. 4. Thorough knowledge of various law enforcement record management systems such as CRIMES, Axon, TLETS, TCIC/NCIC, preferred. 5. Skill in accurate recording, reporting, and observation of information and communication to department personnel and the public. 6. Skill in both written and oral communication for effective expression and clarity. 7. Ability to establish and maintain effective working relationships with the Department, City, Citizens, and other Agencies. 8. Ability to organize and review work for efficient results and accuracy. 9. Ability to process multiple tasks simultaneously while maintaining attention to detail for the purpose of ensuring accuracy in task performance. 10. Ability to exercise discretion and confidentiality of sensitive law enforcement records. 11. Ability to successfully operate general office equipment and software such as computers, telephones, fax, scanners, printers, word documents, spreadsheets, graphics, statistics, etc. 12. Ability to be licensed or already licensed as a Telecommunicator by the Texas Commission on Law Enforcement and meet continuing education requirements to maintain said license. 13. Ability to complete a CJIS background check and maintain compliance with CJIS and Department security access requirements.
REQUIRED TRAINING AND EXPERIENCE
1. High school diploma or equivalent is required; one year of college is preferred. 2. At least (1) year of related work experience and/or training. 3. Any equivalent combination of education and experience will be considered. 4. Working knowledge of City and Departmental policies is preferred. 5. A valid Texas Driver's License is required. 6. Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in disqualification for this position: Felony convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor convictions, an Open Arrest for any criminal offense (Felony or Misdemeanor), and any family violence convictions. Pay:
$20.00 - $24.00 per hour Expected hours: 40.0 per week
