Safety Coordinator I:

Safety Coordinator II:
$2,554.02•$2,815.81 •Current County employees may be eligible for a higher step placement per the Memorandum of Understanding (MOU). The Del Norte County Human Resources & Risk Management Department is seeking a qualified candidate to fill one (1) vacancy for the position of Safety Coordinator. This position is classified as full-time. Under general supervision of the Director of Human Resources and Risk Management and the Risk Manager, the Safety Coordinator is responsible for coordinating the implementation of safety activities within the workplace, countywide, by planning, directing, and overseeing activities relating to occupational safety and health required by Federal, State, and County laws, regulations, rules and policy. This position monitors the effectiveness of safety and health policies and procedures to maintain a safe and healthful work environment and compliance with the County's Risk Management programs. The incumbent will require a high level of initiative and the ability to work cooperatively with County departments and external business partners. This classification is designated as Confidential and non-exempt. The Safety Coordinator I is the first working level in this skilled class and incumbents are assigned the work and duties described herein, which will increase in volume and complexity with training and experience. With additional experience and/or education incumbents may be eligible for advancement in this series. The Safety Coordinator II is the second, and final, working level in this skilled class is frequently assigned complex and demanding work. Employees advanced to this level in the series have demonstrated the ability to adequately fulfill the responsibilities over an extended period of time and at an advanced level of volume and complexity. Detailed Work Activities Essential job duties may include any of the following tasks. The list that follows is not intended as a comprehensive list, it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. Coordinates the ongoing implementation of and compliance with occupational safety and health programs countywide and with outside agencies; may represent the Risk Management Division at meetings within county departments; Administers the county's Disability Accommodation and Return-to-Work program; Coordinates Accommodation and participates in Return-to-work programs in conjunction with Leave of Absence program. Provides support and actively participates in the streamlined coordination for County health and welfare and leave of absence programs within the Risk Management division. Serves as the first-point of contact for injured employees; coordinates post-injury activities with the County's Workers' Compensation insurer; Ensures the completion of incident reports and investigative documents, and maintains required documentation in accordance with established procedures; Conducts routine safety inspections of all county facilities no less than once annually; ensures additional safety inspections are coordinated with the appropriate department contacts as required by the county's Injury and Illness Prevention Program; Identifies opportunities to minimize workplace injuries, accidents, and health or environmental hazards; Maintains and updates the

Log and distributes the log to departments for posting from February 1 through April 30 of each year; Ensures all departments are provided required workplace notices for posting or employee distribution; Coordinates safety drills as necessary; Conducts ergonomic assessments of employee work areas and tasks, researches and makes recommendations pertaining to injury prevention and loss control; Plans and coordinates training and other risk reduction activities countywide; notifies departments of training opportunities; creates and distributes training materials as appropriate; Participates in New Hire Orientation by introducing new employees to the county's risk management programs and answers questions regarding program requirements; Equips employees new to the county's leadership team with information and resources to implement Risk Management program requirements in their area of responsibility; Assist leadership in developing safety and health checklists and Codes of Safe Practices, as requested by department Appointing Authorities, the Director of Human Resources and Risk Management, or the Risk Manager; Maintains the County's learning management system; assists departments with ensuring compliance with required training, identifies and makes recommendations of training opportunities, and coordinates training with an appropriate vendor; Maintains database of incidents reported by employees, prepares reports, researches and makes recommendations for improvement based on incident frequency and severity; Coordinates and conducts Countywide Safety Committee meetings and facilitates discussions with subcommittees, as needed; Plans and coordinates special trainings and other risk reduction activities; Reviews various forms of documentation, assesses completeness, follows up as appropriate; Assists the Risk Manager in the response to sensitive and difficult complaints and requests for information; Assists the Risk Manager in maintaining employee medical files and other confidential information in accordance with legal requirements and County procedures, Monitors audits and investigations to identify issues and deficient areas, and presents opportunities for program improvement to the Risk Manager and/or the Director of Human Resources and Risk Management; Shares environmental safety information with appropriate levels of county Administration; Reviews Help Desk Tickets submitted to Building Maintenance to monitor for hazardous conditions and ensure urgent items are brought to the attention of the Risk Manager; Represents the County of Del Norte locally, and out of the area at trainings, conferences, or other job-related activities. Performs other administrative duties as directed or required.
Minimum Qualifications Education and Experience :
The following combination of education, training and experience that would provide the required knowledge, skills and abilities is qualifying. High school diploma or GED equivalent. College coursework in public administration, public policy, business or healthcare administration, or a related field; and/or OSHA certifications/training is desirable. and Two (2) years of full-time experience in performing administrative/training work within safety and health programs requiring policy analysis and implementation; Or One (1) year of full-time experience in a role requiring active participation in the administration of Cal-OSHA/OSHA regulated safety programs/training, and one (1) year of increasingly responsible technical experience, beyond the trainee level, in environmental health or facility maintenance occupational safety improvement activities.
Knowledge, Skills and Abilities Knowledge of :
Principles and practices of public risk management administration. General principles and practices of organization and office administration; Business correspondence style and formatting, grammar, punctuation, spelling and general English usage; Modern practices and procedures for filing and electronic record keeping; Techniques for interaction with a variety of individuals that include other County Department Heads, County employees, applicants, retirees, other agency employees and representatives. Knowledge of confidential and general records management. Methods to research applicable federal, state and local laws, regulatory codes, ordinances, policies and procedures relevant to human resources and risk management. Ability to : Analyze personnel and loss prevention/reduction programs, plans and data using independent judgment to make recommendations for improvement. Interpret and explain safety and health regulations, personnel rules, the application of insurance and steps involved in claim management, and other technical documents and forms. Establish and maintain effective working relationships with elected officials, department heads, staff across all departments, representatives of other agencies and the general public. Effectively represent the Human Resources and Risk Management Department and the County in meetings with governmental agencies, professional organizations, regulatory agencies, departmental and staff meetings. Prepare clear and concise reports, correspondence and other written materials and to make clear and concise recommendations. Respond to emergency community disasters or urgent situations within typical business hours. Organize, coordinate, and implement risk reduction activities.
Selection Process:
