JOB SUMMARY
The MRTGRA Backgrounds Investigator is responsible for MRTGRA Gaming License Issuance and Renewals that are valid for two year periods. Background Licensing process includes completing extensive background investigation reports on Gaming Facility Employees and Vendors. MRTGRA Background Investigations are completed in compliance with the Middletown Rancheria Tribal Gaming Ordinance, Indian Gaming Regulatory Act standards (IGRA), and CA Tribal State Compact standards.
JOB RESPONSIBILITIES
1. Maintain a confidential filing system. 2. Understanding of Key Employees and what Tribal, Federal and State Laws require of them. 3. Maintain a professional working relationship and work closely with MRTGRA Gaming Regulators, staff and Twin Pine Casino & Hotel (TPC) Management and employees. 4. Coordinate initial/renewal MRTGRA Background applications, verifying they are complete, prior to submission for Regulators Review. 5. Conducts background investigations for all gaming applicants assuring compliance with all Tribal, Federal and State Laws, Regulations and procedures. 6. Process applicant info into background system, read and understand background and FBI reports, review files and capable of finding discrepancies. 7. Analyze and review background applicants financial information, criminal law violations verifying for accuracy and determine if they meet the MRTGRA requirements for the position applied. 8. Coordinate follow-up investigations with employees when information is not complete or accurate. 9. Maintain Documents on applications submitted to the Federal Bureau of Investigation via the National Indian Gaming Commission and CA State Department of Justice. 10. Maintain MRTGRA's Access Control system to include issuing access control permissions, identification badges. 11. Report any required preventative maintenance on Background Electronic Systems. 12. Attend all trainings, workshops, and meetings as required by the
MRTGRA. 13.
Data entry, update and maintain real time spreadsheets documenting Gaming License. 14. Develop forms, documents and spreadsheets 15. Generate detailed and accurate reports for Gaming Commission use. 16. Prepare files for transmission to federal and state regulatory agencies as required. 17. Prepare investigation files and reports for Gaming Commission review and approval. 18. Acts as a role model and always present oneself as a credit to the Middletown Rancheria Tribal Gaming Regulator Agency. 19. Meets the attendance guidelines of the job and adheres to regulatory, department and company policies and procedures. 20. Perform any additional duties as assigned by the Gaming Regulators.
QUALIFICATIONS REQUIREMENTS
1. Must be able to pass a pre-employment drug test. 2. Must be able to pass a background check through the MRTGRA and the
NIGC. 3. 2
to 3 years of Administrative Experience required. 4. Must Have
ORGRANIZATIONAL SKILLS. 5.
Must have Good Judgement skills. 6. Team, business, and customer service oriented; possess a positive attitude, organized, efficient, dependable, and be able to work well under the pressure of multiple deadlines. 7. Must be able to Professionally communicate in both written and verbally. 8. Must be reliable and trustworthy and use good judgement in maintaining and understanding confidentiality. 9. Must possess knowledge of Tribal, State and Federal regulations pertaining to background investigations. 10. Must have knowledge of Electronic/Paper Filing Systems. 11. Must have attention to detail. 12. Must have knowledge of Windows based applications including MS-Office (Word, Excel), MS-Outlook and Adobe Acrobat. 13. Must dress appropriately for a business-working atmosphere. 14. Must be willing to travel when necessary. 15. Excellent communication skills. 16. Upon hire, must be able to obtain Certification to Roll Fingerprints in the State of California.
