AREA OF CONSIDERATION
AREA I - All permanent and indefinite Enlisted (E8) Technicians in the Maine Air Nional Guard. AREA II - All Enlisted (E8) of the Maine Air Nional Guard. Duties Help This position is loced in the Air Nional Guard, Logistics Readiness Squadron, Vehicle Management Flight. The purpose of this position is to exercise technical and administrive supervision over subordine supervisors, work leaders, and workers in accomplishing trades and labor work of the Vehicle Management Flight and to perform associed nonsupervisory work. The flight is responsible for overall management, maintenance, and repair of the wing's vehicle fleet and account for and maintain vehicle assets so they are safe, efficient, environmentally sound and meet the unit's needs.
DUTIES AND RESPONISIBLES
Performs work planning responsibilities for the Vehicle Management Flight. Plans on a quarterly or longer basis the overall use of personnel and other resources. Determines resource requirements, merials, number of employees and the types of skill necessary to accomplish long range work schedules. Alloces resources and distributes work to organizional segments or groups under their control. Analyzes work plans developed by subordine supervisors and work leaders and monitors the stus of th work in relion to the overall schedule requirements, including unanticiped or emergency requirements. Coordines changes th are not under the subordine supervisor or work leader's control but would modify or devie overall work schedules or affect the work operions supervised. Provides informion and advice to higher level supervisors, management officials, and staff organizions on feasibility of work assignments, budget estimes, and workload da to assist in developing or reviewing proposed long-range schedules and work requirements. May participe with superiors in planning conferences and meetings. (45%) 2. Performs work direction responsibilities. Assigns and explains work requirements and opering instructions to subordines and sets deadlines and establishes the sequence of work operions to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operions. Reviews and analyzes work accomplishments, cost, and utilizion of subordines to evalue work progress, control costs, and anticipe and avoid possible problems. Notes and investiges work reled problems and independently implements corrective actions which can be taken without affecting work operions controlled by other supervisors. Participes with management officials and/or engineering personnel to develop qualitive and/or quantitive work standards. Evalues work operions and reviews completed work and inspection reports to assure th standards are met. Coordines work operions with the supervisors of other organizions and functions. (25%) 3. Performs administrion responsibilities. Participes with the subordine supervisors, work leader, and employees in the development of performance plans. Advises them in advance of performance expections. Provides feedback on strengths and weaknesses. Appraises performance of subordine employees in accordance with regulions. Rewards or uses corrective action, as needed, in performance management. Resolves grievances and complaints, keeping higher levels of management informed as to their disposition. Explains classificion determinions to subordine employees. Restructures positions when necessary to achieve the most effective and economical utilizion of personnel. Assures th the subordine supervisors, work leaders, and employees effectively carry out policies to achieve management objectives. Recommends promotion or reassignment of subordine employees and determines their training needs. Schedules leave of subordine employees, reviews personnel actions and performance appraisals initied by subordines, and acts on personnel problems referred. Maintains administrive records. Serves as a management representive hearings, meetings, and negotiions involving labor management relions. Performs the non-supervisory work of the function as needed. (20%) 4. Ensures educion in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified informion comply with security directives. Reports all known security violions to the proper authority immediely when discovered. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when manded by regulions.
