JOB SUMMARY

The Road Superintendent works under the general direction of the County Engineer and will work closely with the County Commissioners in assisting with road construction, road maintenance, vegetation control, sign maintenance, road construction inspection and roadway safety. Must be able to make judgments and interpret County policy on matters concerning budgetary matters, and road construction and maintenance. Must be able to effectively communicate with the public, elected officials, state agencies, and local municipalities.

SUPERIVISION RECEIVED

Works under the general supervision of the County Engineer.

ESSENTIAL DUTIES AND RESPONSIBILITES

Plans, organizes and coordinates with the County Commissioners on construction and maintenance of roads, storm drainage systems, culverts, ditches, driveways, placement and maintenance of signs, and vegetation maintenance. Reviews work progress and problems with County Commissioners Prepares annual work program and budget estimates. Reviews monthly cost and budget reports to check conformance with annual work management plan/program and budget. Receives and checks work requests from County Commissioners. Receives and investigates complaints from citizens, public officials, civic organizations and takes or recommends appropriate course of action. Performs related duties and responsibilities as required. Review condition of all County roadways and drainage facilities. Prepares recommended paving program to County Engineer. Assist in the direction of Department personnel during emergency and disaster conditions. Attendance is an essential function of the job. Recommend utility permit approvals and work with utility companies. Assists with Plan development. Performs other duties as assigned.

MANDATORY QUALIFICATIONS

EDUCATION AND/OR

experience High School diploma or GED equivalent required; Bachelors of Science in engineering-related preferred. Five (5) years experience in public works and/or general field operations with at least two (2) years at a management level.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a Texas driver's license in order to operate county vehicles. Must be a licensed professional engineer in the State of Texas.

Knowledge of methods, materials, and equipment required in the operation and maintenance of road, storm systems, traffic control markings, concrete drainage structure, vegetation control, and related facilities and operations. Knowledge of principles and practices of supervision. Knowledge of safe work practices, procedures and regulations. Ability to effectively plan and organize. Ability to perform inspections, evaluations, and analysis necessary for developing alternatives to improve operations. Ability to implement improvement in organization, work procedures, and equipment. Ability to make accurate cost, material and labor estimates. Ability to analyze problems and arrive at appropriate solutions. Ability to read and interpret blueprints and engineering plans. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain work relationships with those contacted in the course of work and with County Commissioners Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities. Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions. Ability to make sound decisions in a manner consistent with the essential job functions. Coordinate all work with County Commissioners
