Job Description

OVERALL RESPONSIBILITIES
Under general direction of the City Manager's Office, Utility Director oversees, manages, administers, and directs daily operations., and reviews supervisors engaged in construction, operation, and maintenance of water distribution, water production, wastewater treatment, wastewater collection facilities, streets, right-of-way, and parks; and does related work as required. As head of the Department, this role develops goals, strategies, and policies; establishes long-term objectives to align with the City's strategic plan and initiatives; ensures compliance with City-adopted policies and procedures.
Qualifications:
ESSENTIAL JOB FUNCTIONS & OTHER IMPORTANT DUTIES
Plans, administers, manages and directs daily operations of multiple divisions within the Department. Provides leadership and guidance to staff to for the assignment, training, and supervision of assigned of professional, administrative, and technical field employees to ensure that department objectives are met. Fosters a workplace culture that is consistent with city values. Operates, maintains, and calculates water wells, sewer lift stations, pumps, water towers, ground storage tanks and plant and lift station machines and equipment; checks levels and pressures and records readings, operate SCADA System. Organizes and directs the installation and maintenance of parks, utilities, streets, water and wastewater structures. Reviews and inspects completed projects to ensure compliance with specifications. Meets with representatives of other departments to coordinate or plan programs and projects. Selects, trains, directs and evaluates the work of subordinate employees to accomplish the maintenance work of the city streets, parks cemetery. Knowledge of water and wastewater sampling and tests. Represents the city as directed by attending various meetings, conferences and workshops. Maintains a variety of work records, personnel records, records of purchases and expenditures, and prepares appropriate periodic and special reports so that the administration can stay up to date. Inspects maintenance and repair work on equipment as needed. Knowledge of meters, flush valve, fire hydrant, and air valve assemblies and resolves customer complaints. Prepare budget for departments and operates within budget. Assists in developing and administering policies and operational procedures. Meets or exceed all state and federal rules and regulations pertaining to public water distribution and wastewater collections system operations. Performs other duties as may be required by the City Manager.
SUPERVISORY RESPONSIBILITIES
Selection:
Participating in or making hiring and staffing decisions.
Discipline:
Addressing employee misconduct and applying corrective or disciplinary action.
Grievances:
Handling employee complaints, concerns.
Performance evaluations:
Conducting and documenting formal evaluations. Overall personnel management: Having full supervisory responsibility for the employees' day-to-day performance and employment matters. Full personnel-management authority over approximately 25 employees.
LICENSE AND CERTIFICATES
Required:
Certificate of Competence for Waterworks Operator Grade B , Wastewater Operator s Class B and CSI License as issued by the TCEQ; valid Texas Driver s License without record of suspension or revocation in any state this is a City Insurance requirement.
