Job Description

Pay Rate $45,825.00 - $73,320.00 annually plus benefits The initial compensation for this position generally falls between $45,825.00 and $48,116.25, contingent upon relevant experience and qualifications. Schedule 37.5 hours per week Must have availability to work offsite events, weekends, and evenings. Apply By Applications must be received by 11:59 pm on Wednesday, July 29, 2026. Job Summary Utilizes marketing, public relations, social media, and event coordination to increase awareness of Carroll County Public Library. Roles, Responsibilities, and Essential Functions Develops and executes strategic written and visual communications. Combines creative storytelling with strong organizational skills to produce timely, impactful messaging in a collaborative team environment. Collaborates with staff to design clear, user-friendly materials for public and internal use and ensure relevance and accessibility. Manages the planning, development, and execution of public awareness campaigns and advertisements, as directed, ensuring alignment with budgetary guidelines and organizational objectives. Ensures a dynamic and engaging online presence through the library's web pages. Maintains and enforces library branding and quality standards. Develops targeted social media campaigns to support marketing objectives. Monitors social media channels and applies crisis communication strategies when necessary. Coordinates and plans library special events and programs. Provides staffing and promotional support for library programs and events and represents the library at meetings and community engagements. Positively represents the library to customers and maintains relationships. Creates original multimedia content, including photography and video, to promote and document library services, programs, and events. Communicates library policy and positions clearly and accurately. Contributes marketing and graphic design expertise to special projects across the library system. Maintains professional growth and development through participation in library teams, committees, outreach, and training activities. Performs other duties as instructed and assigned. Required Knowledge, Skills, and Abilities Thorough knowledge of all CCPL policies, procedures, and guidelines. Commitment to outstanding internal and external customer service. Ability to use clear, professional communication to create and tailor instructions based on individual needs and experience. Comprehensive knowledge of marketing principles and practices including experience with advertising and measurement. Superior organization skills and attention to detail. Excellent proofreading skills. Superior graphic design skills. Creative and positive approach to problem solving. Awareness of marketing techniques and trends. Experience with Adobe Creative Suite and Microsoft Office. Education and Experience Required Qualifications Bachelor's degree in communications, marketing, or related field Four or more years of experience in public relations, communications, marketing, or related field Preferred Qualifications Supervisory experience Physical and Environmental Conditions Work requires no unusual demand for physical effort. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and libraries, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, and/or working in moderate outdoor weather conditions.
