Job Description

Job Overview The Property Management Capital Needs Specialist works in collaboration with members of the Property Management Department to ensure the long-term care, preservation, and physical health of the Rural Edge real estate portfolio. The Property Management Capital Needs Specialist works across departments to develop Rural Edge 's goals for the portfolio and to collaboratively implement those goals. Capital Needs Collaborate with Property Management and Finance to prepare annual Capital Needs budgets. Create contractor requests for proposals and review submittals ensuring the best possible team and cost for each project. Review CNAs for appropriate replacement reserve levels. Ensure that Capital Needs assessments are in place for every Rural Edge property and procure for/oversee regular updating of assessments. Review zoning and permitting requirements, time frames, and costs and integrate into project schedule and budget. Ensure that all permits, bonding, insurance, and other submittals are in hand prior to construction. Negotiate terms of agreements, draft contracts, and obtain permits and licenses. Oversee and provide direction to general contractors, subcontractors, and vendors as needed to complete projects. Collect and maintain appropriate invoices and records for successful funder requirements and timely payment of vendors. Provide Finance Department with the necessary information for the establishment and maintenance of the project accounting records. Manage Annual IRC Process Coordinating with Maintenance to conduct internal and external site inspections. Coordinating with Maintenance to schedule internal work orders to resolve deficiencies. Coordinating with third party contractors to resolve deficiencies not handled by internal staff. Completion of required reporting to the State of Vermont. Notifications to tenants as required by IRC (Inspection, Repair and Cleaning practices) guidelines. Setting up any IRC trainings that are mandatory for staff. Qualifications Two (2) year degree or equivalent work experience. An understanding of construction, project costing, and State environmental laws. Computer knowledge and comfort, including MS Word, Outlook and Excel. Excellent organizational skills and high level of attention to detail. Ability to work cooperatively, effectively, and efficiently with a diverse group of people in a team environment. Ability to multi-task. Position requires professional conduct at all times. Available for occasional nights and weekends. Ability to travel for job performance; possession of a valid driver's license, a good driving record, and automobile insurance per State of Vermont. Preferred Working knowledge of the requirements set by the State of Vermont Department of Housing and Community Affairs.
