Job Description

Purpose of Position:
The purpose of this job is to oversee a variety of activities associated with the planning and coordination of environmental programs and activities with the objective of ensuring the County's efforts at achieving compliance with local, state and federal environmental regulations and the operational goals/objectives of the Mayor & Commission. Duties and responsibilities include, but are not limited to, serving as a central point of contact for ombudsman efforts with citizens, businesses and industries within the County; coordinating energy conservation/ efficiency initiatives, and coordinating with the various County departments involved with community sustainability programs to ensure an integrated approach to such efforts.
Essential Job Functions:
Renews building permits for compliance with Critical Area and Forest Conservation compliance. Coordinates with Permit Text and other Planning Staff to minimize issues with permits. Contacts homeowners to find best solutions to meet environmental regulations. Responds to potential environmental violations from local constituents, coordinates with state staff from CA, DNR, and MDE. Assesses issues violations and coordinates with property owners to find best solutions to meet environmental regulations. Completes applications for Maryland Agricultural Land Preservation foundation (MALPF). Coordinates with homeowners and state staff on applications. Conducts baseline inspections prior to offer, conducts annual inspections of properties. Coordinates with CA state staff and planning staff to update CA maps and code. Coordinate with state DNR Staff and Panning Staff to update Forest Conservation Code. Reviews Forest Conservation Plans and Forest Stand Delineations. Coordinates planning staff and developers to meet compliance. Draft annual report and send to DNR on Forest Conservation Projects. Coordinates with Planning Staff to implement Floodplain Regulations. Attends trainings on Floodplain Management. Performs other duties as assigned. Education/Experience/Certifications (minimum qualifications): Bachelor's degree in environmental planning or related field of study required with three years of progressive government environmental planning and zoning experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job. Microsoft experience (Excel, Word, and PowerPoint). Excellent communication and people skills Ability to navigate stakeholder relationships and regulatory environments. Familiarity with Environmental Planning software, technology, and trends.
Physical requirements and working environment:
Must be physically able to operate a variety of machinery and equipment including a computer, copier, telephone, and communications equipment. Must be able to use body members to work, move or carry objects or materials. This position requires walking, standing, bending, stooping, pushing, pulling, lifting, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to twenty pounds of force occasionally, and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work. Must be able to stand, walk, and traverse department and community for extended periods. Capable of ascending stairs and pedestrian areas as needed. Clear vision and hearing, including the ability to communicate effectively in various environments. Comfortable working in both indoor and outdoor settings, exposed to varying weather conditions.
Other:
May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others.
