Your impact The Senior Environmental Specialist will provide technical leadership for environmental compliance, monitoring, permitting, impact mitigation, and construction-phase environmental management. This role will support the ACP and project stakeholders in ensuring that the RIR Contractor's activities comply with the RIR Contract, Employer Requirements, approved environmental plans, applicable laws and regulations, permit conditions, and recognized international environmental standards. The successful candidate will have extensive experience supporting major dam, hydropower, tunnel, or heavy civil infrastructure projects. This position will require field-based support in remote construction environments and close coordination with the

Contractor, environmental authorities, designers, health and safety personnel, community stakeholders, and other project participants. Here's what you'll be doing Assist the ACP with the development and review of environmental requirements for inclusion in the Employer Requirements and RIR Contract. Review and evaluate the RIR Contractor's environmental management plans, environmental and social management plans, monitoring programs, procedures, and implementation strategies. Verify contractor compliance with applicable environmental laws, regulations, permits, contract requirements, environmental commitments, and recognized international standards. Conduct environmental inspections, audits, monitoring activities, and compliance assessments across dam, tunnel, hydropower, heavy civil, and remote construction sites. Monitor the implementation of environmental mitigation and management measures during construction. Review environmental aspects of contractor method statements, work plans, construction schedules, site logistics plans, emergency response plans, and technical submittals. Support environmental permitting, approvals, agency coordination, and compliance reporting. Monitor water quality, erosion and sediment control, surface water, groundwater, wastewater, air quality, dust, noise, vibration, waste management, hazardous materials, spills, and other environmental aspects, as applicable. Assess environmental risks associated with excavation, blasting, tunneling, foundation preparation, earthwork, concrete production, material storage, fuel handling, campsites, access roads, quarries, borrow areas, and waste disposal areas. Review and monitor the management of construction spoil, excavated materials, contaminated materials, solid waste, hazardous waste, wastewater, and other project-generated materials. Inspect and monitor erosion and sediment controls, drainage systems, stormwater controls, slope stabilization measures, and site restoration activities. Support the protection of wetlands, waterways, forests, wildlife, sensitive habitats, and other environmentally significant areas. Monitor environmental controls associated with remote locations and construction camps, including sanitation, wastewater, potable water, waste management, and worker welfare facilities. Support biodiversity protection, wildlife management, vegetation clearing, habitat restoration, and invasive species control programs, as applicable. Review and support the implementation of environmental monitoring plans, including sampling procedures, laboratory qualifications, data validation, and reporting. Evaluate environmental monitoring data and identify trends, exceedances, noncompliance, and opportunities for improvement. Prepare environmental inspection reports, audit reports, monitoring summaries, incident reports, corrective action plans, and regulatory submissions. Investigate environmental incidents, complaints, spills, releases, permit exceedances, and other noncompliance events. Review contractor environmental incidents and corrective action plans and monitor implementation through completion. Track environmental commitments, permit conditions, monitoring results, nonconformances, corrective actions, and performance metrics. Participate in construction, progress, technical, coordination, quality, and environmental meetings to address environmental concerns and support timely resolution. Provide environmental input during design reviews, constructability reviews, value engineering exercises, method statement reviews, and construction planning. Coordinate with the

Contractor, other contractors, environmental authorities, consultants, laboratories, communities, and other project participants. Support environmental training, toolbox talks, awareness programs, and briefings for contractor personnel and project stakeholders. Promote continuous improvement in environmental performance and encourage the integration of environmental considerations into construction planning and execution. Mentor and provide technical guidance to environmental professionals, inspectors, and contractor environmental personnel. Support stakeholder engagement and communication related to environmental commitments, project impacts, complaints, and mitigation measures. Here's what you'll need Bachelor's degree in Environmental Science, Environmental Engineering, Biology, Ecology, Natural Resources, Geology, or a related discipline. Typically, 15 or more years of progressive experience in environmental consulting, environmental compliance, construction environmental management, or a related field. Demonstrated experience supporting at least one major dam, hydropower, tunnel, heavy civil, or infrastructure project with a construction value of $100 million or greater. Proven experience managing environmental compliance and monitoring during large-scale construction projects. Experience reviewing and implementing environmental management plans, environmental and social management plans, construction environmental control plans, monitoring programs, and permit compliance plans. Strong knowledge of environmental regulations, permitting requirements, construction environmental controls, and recognized international environmental standards. Experience conducting environmental audits, inspections, compliance assessments, and field monitoring. Experience with water quality, erosion and sediment control, stormwater, wastewater, waste management, hazardous materials, spill prevention, air quality, dust, noise, and environmental incident response. Experience supporting environmental permitting and coordination with regulatory agencies, clients, contractors, laboratories, and other project stakeholders. Experience reviewing environmental monitoring data, laboratory reports, contractor records, corrective action plans, and compliance documentation. Demonstrated ability to identify environmental risks, investigate incidents, develop mitigation measures, and monitor corrective actions. Strong technical writing, communication, organization, and problem-solving skills. Ability to work independently in remote field locations and effectively collaborate with multidisciplinary and multicultural project teams. Ability and willingness to work in Panama and travel to remote project and construction locations as required. Authorization to work in Panama or the ability to obtain the required work authorization. Ideally, you'll also have Master's degree in Environmental Science, Environmental Engineering, Ecology, Natural Resources, or a related discipline. Professional registration, environmental certification, or equivalent professional credential. Experience supporting large dams, hydropower facilities, tunnels, reservoirs, spillways, transmission corridors, quarries, borrow areas, or other major infrastructure projects. Experience working with international environmental and social standards, including IFC Performance Standards, World Bank Environmental and Social Standards, Equator Principles, or similar frameworks. Experience with environmental and social impact assessments, environmental impact statements, environmental management plans, and environmental permitting. Experience supporting biodiversity, ecological, fisheries, forestry, wildlife, cultural heritage, or community impact programs. Experience with environmental data management systems, GIS, environmental monitoring databases, or compliance management software. Familiarity with FIDIC, NEC, or other international contract and project delivery frameworks. Experience supporting environmental claims analysis, dispute resolution, regulatory investigations, or expert technical assessments. Experience working with Indigenous communities, local communities, nongovernmental organizations, or other project stakeholders. Fluency in English; Spanish-language proficiency is preferred.
