$ 55,000 - $ 75,000 Job Summary The Storm water and Erosion Manager is a professional leadership role responsible for the administration, oversight, and enforcement of storm water management and soil erosion regulations within Gordon County. This position ensures the environmental integrity and safety of development projects—ranging from residential subdivisions to large-scale industrial sites—by managing compliance with local ordinances, state requirements, and federal water quality standards. The Manager serves as a primary technical advisor for erosion control, land- disturbing activities, and flood plain management.

Key Responsibilities Program Oversight:

Manage and enforce the County's Soil Erosion and Sedimentation Control Ordinance, Storm water Management Ordinance, and Flood Damage Prevention Ordinance.

Plan Review:

Perform technical reviews of residential subdivision plans, commercial developments, and industrial project plans to ensure compliance with County regulations and storm water best management practices. Tertiary Erosion Sedimentation and Pollution Control Plans. NPDES (NOI) Preparation. NPDES Notice of Termination Documentation. Hydrology Reports Inquiries. Erosion Control Planning (ESC Plans). Storm Water System Design approvals. Flood Plain management.

Field Inspections:

Conduct and oversee on-site inspections of construction projects to monitor erosion and sediment control measures and verify adherence to approved Georgia Soil and Water Conservation Commission (GSWCC) and NPDES, and Georgia EPD regulations.

Enforcement:

Identify and document code violations, issuing correction notices or stop- work orders when necessary to protect the County's environmental assets.

Environmental Investigation:

Lead investigations into illicit discharges, pollution incidents, and wetland protection, and Georgia State Waters concerns.

Public Liaison:

Educate developers, contractors, and the public on storm water requirements; provide technical guidance regarding land-disturbing permits and utility construction.

Inter-Departmental Coordination:

Assist the Director and other staff within the Community Development department and Code Enforcement officers as needed; ensure accurate record-keeping for storm water permit fees. Qualifications Education and Experience High school diploma or GED equivalent required. Associate's or Bachelor's degree in Environmental Science, Civil Engineering, or a related field is highly preferred. Extensive proven experience in storm water management, erosion control, environmental compliance, or construction management. Certifications Certified Storm water Inspector (CSI) or equivalent professional certification preferred. GSWCC Level II Design Professional or Plan Reviewer certification preferred. Technical Skills Thorough knowledge of federal, state (GA EPD), and local stormwater regulations. Expertise in interpreting engineering plans, site surveys, and technical environmental documents. Strong verbal and written communication skills for reporting and public interaction. Physical Demands Ability to walk over uneven terrain at active construction sites and work outdoors in varying weather conditions.
