This paraprofessional position performs skilled and technical work to advance communitywide resource sustainability and environmental initiatives. This position is responsible for the City's comprehensive sustainability master plan, storm water infrastructure system, surface water management and related City ordinances, state permits, MS4 General Permit Requirements, and other water quality related studies, plans, and regulations. Develops and disseminates public education plans that incorporate sustainability and related environmental practices to the community. Applications will be accepted until August 3, 2026 at 12:00 PM. Job Duties or Essential Functions Oversee the Municipal Separate Storm Sewer System (MS4) permit and related reports as required by Federal and State regulations. Monitor and evaluate the City's storm water drainage system and implement storm water quality programs to meet regulatory compliance. Develop and implement the City Industrial Stormwater permit for the airport and other facilities as required. Evaluate work plans with the engineering division and inspect construction activities including grading, storm water ponds and sewers, erosion control measures, and related construction projects to ensure work is compliant with applicable city, state, and federal storm water regulations, laws, ordinances, policies and specifications. Oversee the City's Surface Water Management Plan to bring impaired water bodies back to standards and to meet waste load allocations. Review, develop and enforce ordinances for illegal dumping and discharges, and construction site storm water controls. Provide technical analysis and assistance to ensure compliance of Land Disturbance Permits and Non-native Species Control permits as found in the Unified Development Code. Develop natural habitat management plans for City properties. Coordinate habitat restoration and improvement including invasive species control. Collaborate with state and local officials on noxious weed management. Compile data and maintain records for compliance with local, state, and federal permits and regulations. Serve as staff liaison for City staff, community leaders, and designated community groups to define goals, performance measures, and long-range resource sustainability planning. Respond to community information requests and implement public education to promote sustainability. Topics may include water quality, invasive species, energy, recycling, solid waste diversion, reduction and disposal of household hazardous waste, etc. Oversee the boulevard tree planting program in collaboration with Public Works. Review suitability of planting locations, tree species for planting, and address resident questions and concerns. Maintain comprehensive data on City community solar subscriptions and real time monitoring of City solar arrays. Assist City departments in development of sustainability metrics specific to their work areas. Identify potential funding sources and financial incentives for implementing natural resource sustainability projects. Prepare grant applications and partnership proposals, seek sponsorships, and manage grant compliance. Performs other duties as assigned. Minimum Job Qualifications Associate's degree in Natural Resource Management, Environmental Management and Sciences, Civil/Environmental Engineering, with specialized training in storm water management and/or collection systems. Two (2) years of related experience Valid driver's license Desired Job Qualifications Bachelor's degree in Natural Resource Management, Environmental Management and Sciences, Civil/Environmental Engineering, with specialized training in storm water management and/or collection systems. Knowledge and experience with rare and threatened species protection; principles and practices of environmental protection and natural resource management; construction principles, practices and methods for erosion control and storm water runoff; and ecological restoration principles and management techniques including herbicide application, physical removal and the use of prescribed fire. Strong oral and written communication skills. Proficient in ESRI ArcGIS Suite Software Construction Site Management - certified by MnDOT Design of Construction Storm water Pollution Prevention Plans - certified by MnDOT Benefits Benefits begin on date of hire.
