Position summary Lead economic, cost-effectiveness, cost-benefit, and regulatory-impact analyses supporting NMFS protected-species actions, with emphasis on critical habitat designations and legally sufficient regulatory documentation. Key responsibilities

• Conceive, plan, and execute economic-impact, cost-effectiveness, and cost-benefit analyses for protected-species regulatory actions.
• Gather, validate, and analyze economic data; estimate potential costs and benefits associated with critical-habitat designation and exclusion decisions.
• Develop Regulatory Impact Analyses and Regulatory Flexibility Act analyses and draft economic documents supporting rulemaking.
• Apply econometric, statistical, quantitative, and qualitative methods to complex conservation and resource-management questions.
• Interpret third-party studies, document assumptions and uncertainty, and translate findings into clear, defensible recommendations.
• Collaborate with biologists, regional staff, Federal agencies, State/local governments, and private-sector stakeholders. Required qualifications
• Bachelor's degree in economics, agricultural/resource/environmental economics, public policy with substantial economics coursework, or a closely related quantitative field; master's degree strongly preferred.
• At least 8 years of directly relevant professional experience meeting Social Science Services Level 2.
• Demonstrated regulatory economic analysis, benefit-cost analysis, cost-effectiveness analysis, and economic-impact assessment experience.
• Strong econometric/statistical capability and proficiency with analytical tools such as R, Python, Stata, SAS, or comparable software.
• Exceptional technical writing and ability to defend methods, assumptions, data, limitations, and results. Preferred qualifications
• Critical habitat, ESA, MMPA, NEPA, EO 12866, RFA, OMB Circular A-4, or Federal rulemaking experience.
• Natural-resource, environmental, fisheries, or ecosystem-services economics.
• Experience engaging regulators, scientists, governments, and affected industries. Employment conditions
• Full-time unless otherwise specified; baseline schedule assumes a standard 40-hour workweek. Overtime is not anticipated and requires advance written Government authorization.
• Offsite and hybrid work are subject to COR/Government approval.

Candidate must be available to work onsite at

NOAA/NMFS/OPR, 1315

East-West Highway, Silver Spring, MD, when requested.

• Limited CONUS travel may be required. Candidate must maintain U.S. work authorization, pass required background/security processing, obtain a DOC badge as applicable, and complete mandatory NOAA training.
• Final compensation will depend on directly relevant experience, education, specialized expertise, location, benefits, work schedule, and contract constraints.

Pay:

$125,000.00 - $170,000.00 per year
