II Corps is looking for a dynamic Industrial/Organizational Psychologist to support the Defense Human Resources Activity (DHRA) Military to Civilian Transition Office (MCTO).

Background:

The Military-Civilian Transition Office (MCTO) requires programmatic research, analysis, assessments, product development, document drafting, recommendations, coordination, synchronization, and analytic support services for Service members preparing for their next step in life - whether pursuing an additional vocational trade or higher education, finding employment in the public or private sector, or starting their own business; or Reserve Component (RC) members and their families adjusting to pre- and post-activation, mobilization or deployment. MCTO designs cohesive, modular, outcome-based training, events and courses that bolsters and standardizes the opportunities, services, and training to promote effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide.

Position Description:

The Industrial/Organizational Psychologist is a Key Personnel position applying evidence-based qualitative and quantitative techniques to assess complex management and programmatic processes. The incumbent develops long-range plans, goals, and objectives to improve the efficiency and effectiveness of MCTO Programs for Interagency partners and applies analytical methodologies and data analytics to develop and assess program implementation strategies. The position maintains awareness of scientific literature, findings, and emerging methods and technologies relevant to public and private Transition and Reintegration program evaluation and resources. At Skill Level 3, the incumbent develops, validates, and deploys selection and evaluation tools and systems of larger scope, impact, content, and complexity, ensuring all methods, processes, and procedures align with professional standards, legal guidelines, and internal requirements. Applying item response theory and classical test theory, the incumbent develops, analyzes, and calibrates reliable, valid, predictive, and legally defensible assessment systems, tools, and processes. In support of MCTO evaluation activities, the incumbent contributes to the design and revision of assessments, surveys, performance measures, and evaluation plans, and translates findings into written products and senior leader briefings for Government approval. Job Requirements (minimum): Graduate degree in Industrial/Organizational Psychology, or a closely related field with a focus on selection methods and/or psychometrics, from a college or university accredited by a national or regional accrediting organization recognized by the U.S. Department of Education. Demonstrated Skill Level 3 experience developing, validating, and deploying selection and evaluation tools and systems of significant scope, impact, and complexity. Applied working knowledge of item response theory and classical test theory, with the ability to develop, analyze, and calibrate reliable, valid, predictive, and legally defensible assessment systems. Demonstrated command of quantitative and qualitative methods, including reliability and validity analysis, multiple regression, general linear model, correlation, t-tests, composite variable creation, longitudinal analysis, and thematic analysis of large sets of written comments. Proficiency with statistical software such as SAS, SPSS, or R. Familiarity with professional and legal standards governing assessment, including the Standards for Educational and Psychological Testing and the Uniform Guidelines on Employee Selection Procedures. Excellent written and oral communication skills, with proven ability to translate technical findings for senior leaders and non-technical audiences. Expert user of the MS Office Suite (primarily Word, Excel, and PowerPoint).

Military Veterans that live in the Northern Virginia Area (NoVA). Previous experience with the Military To Civilian Transition Office (MCTO). Doctoral degree in Industrial/Organizational Psychology. Prior experience supporting DoD or Federal program evaluation, personnel research, or assessment development. Familiarity with the DoD Transition Assistance Program (TAP), Career Readiness Standards (CRS), or the Yellow Ribbon Reintegration Program (YRRP). Experience navigating research approval processes such as IRB and Report Control Symbols (RCS).
