Periodic on-site support in Quantico, Stafford, Virginia, and other program locations may be required Position Summary SA Public Health Solutions, LLC is seeking an experienced Program Evaluation & Data Analysis Specialist to support an anticipated federal mentoring, leadership, and professional development program. This position is contingent upon contract award . The Evaluation Specialist will lead and support the collection, analysis, interpretation, and reporting of quantitative and qualitative data used to assess program implementation, participant experience, learning, professional development outcomes, and opportunities for continuous program improvement. This position requires more than administering post-training surveys. The successful candidate must be capable of developing a comprehensive evaluation approach that produces credible, timely, and actionable information for both the client and the program implementation team. The Evaluation Specialist will design concise and methodologically sound data-collection instruments; analyze quantitative and qualitative information; conduct structured observations of selected program activities; develop executive-level reports and data summaries; and translate findings into practical recommendations for program improvement. The individual must be comfortable working independently in a remote environment while also being available to support selected on-site activities in the Quantico and Stafford, Virginia areas. Key ResponsibilitiesEvaluation Planning & Design
  • Develop and maintain a comprehensive evaluation plan aligned with program objectives, activities, expected outcomes, and client information needs.
  • Develop appropriate evaluation questions, indicators, measures, data sources, data-collection methods, analysis approaches, and reporting strategies.
  • Establish processes for evaluating workshops, webinars, mentoring activities, professional development programming, and other program components.
  • Apply quantitative, qualitative, and mixed-methods evaluation approaches as appropriate.
  • Develop evaluation matrices and other tools connecting program objectives, evaluation questions, indicators, measures, data sources, and reporting requirements.
  • Identify appropriate methods for measuring participant satisfaction, knowledge acquisition, perceived relevance, engagement, application of learning, and other program outcomes.
  • Recommend practical evaluation approaches that balance methodological rigor with participant burden and operational realities.
  • Support continuous refinement of the evaluation strategy as the program matures. Survey & Instrument Development
  • Design concise, high-quality post-session surveys for workshops, webinars, training sessions, and other professional development activities.
  • Apply accepted survey-design principles when developing questions, response scales, open-ended items, and other measures.
  • Develop instruments that collect meaningful information while minimizing unnecessary participant burden and survey fatigue .
  • Develop pre/post assessments or other measurement approaches when appropriate.
  • Develop qualitative interview guides, focus group protocols, structured observation tools, and other data-collection instruments as required.
  • Pilot and refine evaluation instruments when appropriate.
  • Establish standardized core measures that allow findings to be examined across multiple program activities while incorporating activity-specific measures where needed.
  • Review instruments for clarity, relevance, usability, accessibility, and alignment with evaluation objectives. Quantitative Data Analysis
  • Manage, clean, analyze, and interpret quantitative evaluation data.
  • Conduct descriptive and comparative analyses appropriate to program evaluation requirements.
  • Examine trends across workshops, cohorts, participant groups, and program periods where appropriate.
  • Identify patterns in participant responses and program-performance indicators.
  • Develop clear tables, charts, dashboards, and other visual summaries for program leadership and the client.
  • Conduct rapid analyses following selected program activities to provide timely feedback to the implementation team.
  • Maintain appropriate data-quality and quality-assurance procedures. Qualitative Evaluation & Observation
  • Conduct structured observations of selected in-person and/or virtual training, facilitation, mentoring, and professional development activities.
  • Document participant engagement, facilitation effectiveness, implementation observations, and other relevant qualitative information using standardized observation protocols.
  • Conduct or support interviews and focus groups when required.
  • Develop qualitative codebooks and systematic approaches to qualitative data analysis.
  • Code, analyze, synthesize, and interpret qualitative data.
  • Integrate qualitative findings with quantitative results to provide a more comprehensive understanding of program performance and participant experience.
  • Identify themes, patterns, implementation challenges, promising practices, and opportunities for improvement. Evaluation Technology & Analytical Tools The successful candidate must be comfortable working with evaluation, survey, qualitative-analysis, and data-analysis technologies. Experience with one or more of the following, or comparable platforms, is desired:
  • MAXQDA
  • NVivo
  • ATLAS.ti
  • Microsoft Excel
  • Microsoft Forms
  • SurveyMonkey
  • Qualtrics
  • Power BI or similar data-visualization tools
  • Statistical analysis software or other appropriate analytical platforms Candidates are not expected to have experience with every platform listed but should demonstrate the ability to select and effectively use appropriate technology for quantitative and qualitative evaluation activities. Reporting & Continuous Improvement
  • Prepare concise evaluation summaries following selected program activities.
  • Develop periodic and comprehensive evaluation reports for program leadership and the client.
  • Prepare executive-level summaries that translate technical evaluation findings into understandable and actionable information.
  • Develop data visualizations, tables, charts, dashboards, and narrative summaries appropriate for executive audiences.
  • Identify findings requiring immediate attention as well as longer-term trends.
  • Translate evaluation findings into practical recommendations for program improvement.
  • Work with program leadership, instructional designers, facilitators, and mentors to identify opportunities to strengthen curriculum, facilitation approaches, mentoring activities, and participant experiences.
  • Support rapid-cycle and continuous-quality-improvement activities by providing timely feedback to the implementation team.
  • Track recommendations and, where appropriate, examine whether program adjustments result in improved outcomes.
  • Assist in communicating program accomplishments, lessons learned, and evidence of program effectiveness. Collaboration The Evaluation Specialist will work closely with:
  • Program leadership and program coordination staff
  • Professional Development Facilitators & Mentors
  • Instructional Design and Section 508 personnel
  • Information technology support personnel
  • Subject-matter experts
  • Client representatives, as appropriate
  • Other program personnel as required The Evaluation Specialist must be comfortable communicating evaluation findings to individuals who may not have formal research or evaluation backgrounds and translating technical findings into clear business and programmatic recommendations.
Minimum Qualifications Candidates should possess:
  • Bachelor's degree in Evaluation, Research Methods, Social Sciences, Education, Psychology, Organizational Development, Public Health, Statistics, Data Analytics, Public Administration, or another closely related discipline.
  • Demonstrated professional experience conducting program evaluation, applied research, performance measurement, or related analytical work.
  • Demonstrated experience developing evaluation plans and data-collection instruments.
  • Strong knowledge of survey methodology and questionnaire development.
  • Experience designing concise surveys that generate useful information while considering respondent burden and survey fatigue.
  • Demonstrated experience analyzing quantitative and qualitative data.
  • Experience developing qualitative interview, focus group, and/or observational data-collection instruments.
  • Experience conducting qualitative coding, thematic analysis, or similar systematic qualitative-analysis techniques.
  • Proficiency with Microsoft Excel and experience using one or more qualitative, survey, statistical, or evaluation software platforms.
  • Demonstrated ability to synthesize complex findings and develop actionable recommendations.
  • Strong technical writing and executive-reporting skills.
  • Ability to create clear and meaningful data visualizations.
  • Strong attention to detail and commitment to data quality.
  • Ability to work independently and collaboratively within a remote and geographically dispersed team environment.
  • Ability to communicate evaluation findings effectively to program leadership, clients, and other stakeholders. Preferred Qualifications Preference may be given to candidates possessing:
  • Master's degree or higher in Evaluation, Research Methods, Public Health, Education, Psychology, Organizational Development, Statistics, Data Analytics, or a related field.
  • Formal graduate-level training in program evaluation, research methodology, quantitative methods, qualitative methods, or mixed-methods research.
  • Experience evaluating leadership development, mentoring, workforce development, training, adult-learning, or professional development programs .
  • Experience supporting federal government, Department of Defense, military, or other public-sector programs.
  • Experience conducting on-site observations of training or professional development activities.
  • Demonstrated experience with MAXQDA, NVivo, ATLAS.ti, or comparable qualitative-analysis software.
  • Experience with SurveyMonkey, Qualtrics, Microsoft Forms, or similar survey platforms.
  • Experience developing dashboards using Power BI or comparable visualization tools.
  • Experience integrating quantitative and qualitative findings within mixed-methods evaluations.
  • Experience developing executive-level evaluation reports and briefing materials.
  • Experience using rapid-cycle evaluation or continuous-quality-improvement approaches.
  • Experience evaluating outcomes across multiple cohorts or longitudinal program periods.

Comfortable working with program leadership, facilitators, mentors, instructional designers, and other team members to turn findings into program improvements. Technology-comfortable. Confident using analytical and evaluation technologies and able to learn additional platforms when program requirements warrant. Schedule & Level of Effort This is a part-time position , with hours varying based on program activities, evaluation schedules, data-collection requirements, reporting periods, and on-site events. Work will primarily be conducted remotely. Certain evaluation activities will require scheduled virtual participation, and selected training or professional development activities may require in-person observation. Candidates should have sufficient flexibility to support timely post-event evaluation and analysis so that findings can inform subsequent program activities. Location & On-Site Requirements The position will primarily operate remotely; however, candidates located within reasonable commuting distance of Quantico and Stafford, Virginia, are strongly preferred . The Evaluation Specialist may periodically be required to attend selected in-person training, facilitation, or professional development activities to conduct structured observations or other evaluation activities. Candidates should therefore be able to support both virtual and in-person evaluation activities when scheduled. Data Integrity & Confidentiality The Evaluation Specialist will be expected to:

  • Report findings objectively and accurately.
  • Apply appropriate quality-control procedures to evaluation data and reports.
Contingency of Engagement This position is contingent upon SA Public Health Solutions, LLC receiving the anticipated federal contract award and authorization to begin performance. The anticipated program start date is November 2026 , subject to contract award, government authorization, and final program requirements.
