The Planner assists with current and long-range planning, zoning administration, subdivision and development review, and implementation of the City's development regulations and planning policies. The position provides technical assistance to developers, engineers, property owners, residents, and other City departments; prepares staff reports and recommendations; conducts research and field inspections; and presents planning matters before boards, commissions, and the City Commission. The Planner may also provide work direction and technical assistance to less experienced planning staff. Essential Job Functions This specification lists the major duties and requirements of the position and is not all-inclusive. The employee may be expected to perform job-related duties other than those specifically contained in this description and may be required to possess additional job-related knowledge and skills. The Planner assists and reports to the Planning Director.
  • Provides technical assistance to the general public, developers, engineers, architects, property owners, and other interested parties regarding planning, zoning, subdivision, land development, and City development requirements.
  • Reviews and processes development applications, including plats, replats, site plans, zoning requests, conditional use permits, variances, development plans, and other land use applications.
  • Reviews proposed development for compliance with the City's Unified Development Code (UDC), Comprehensive Plan, zoning regulations, subdivision requirements, adopted ordinances, and other applicable development standards.
  • Researches planning and zoning cases and prepares staff reports, recommendations, maps, exhibits, presentations, notices, and supporting documentation.
  • Coordinates the development review process with other City departments, utility providers, engineers, consultants, and outside agencies as necessary.
  • Processes developer, property owner, and citizen requests through the applicable review and approval process and communicates outstanding requirements, corrections, and deadlines.
  • Assists with subdivision review and coordinates platting requirements, development agreements, construction-related documentation, and other items associated with the development process.
  • Conducts field inspections and site visits to gather information related to planning, zoning, subdivision, and development cases and to verify compliance with approved plans and applicable City requirements.
  • Reviews building permit and development applications for zoning and land use compliance, including setbacks, parking, access, landscaping, use requirements, and other applicable development standards.
  • Assists with zoning compliance activities, including investigating complaints, researching property records, preparing compliance correspondence, maintaining case documentation, and coordinating enforcement with appropriate City staff.
  • Prepares and processes zoning amendments, Unified Development Code amendments, Comprehensive Plan amendments, and other planning-related ordinance amendments as directed.
  • Performs research and analysis related to land use, zoning, development patterns, population, housing, transportation, infrastructure, annexation, and other community planning issues.
  • Assists with long-range planning activities, including implementation and periodic updates of the City's Comprehensive Plan, future land use plans, transportation plans, and other planning studies.
  • Prepares agendas, staff reports, exhibits, maps, presentations, and supporting materials for the Planning and Zoning Commission, Zoning Board of Adjustment, City Commission, and other boards or committees.
  • Attends and participates in public meetings, neighborhood meetings, development meetings, pre-development conferences, and meetings with advisory boards and elected officials.
  • Presents staff reports, recommendations, planning cases, and other findings to City staff, boards, commissions, elected officials, applicants, and the general public.
  • Serves as a liaison between the Planning Department, applicants, developers, consultants, other governmental agencies, City departments, boards and commissions, and the general public.
  • Assists with the processing of right-of-way abandonments, easements, dedications, and related land-use matters, including coordination of appraisals and required documentation.
  • Maintains accurate planning, zoning, subdivision, development, and case records in accordance with City procedures and applicable record-retention requirements.
  • Assists the Planning Director with special projects, policy research, ordinance development, planning studies, development procedures, and departmental initiatives.
  • May provide technical guidance and work direction to planning technicians, interns, administrative staff, or other less experienced employees assigned to planning-related activities.
  • May attend Municipal Court proceedings, public hearings, evening meetings, neighborhood meetings, and other meetings outside normal business hours as required.
  • Supports a positive relationship between the City of Alton and the general public by demonstrating professional, courteous, and cooperative behavior when interacting with residents, applicants, visitors, elected officials, and City employees.
  • Maintains confidentiality of sensitive, privileged, or work-related information in accordance with City policies and applicable laws.
  • Employees may be required to work during emergencies or other critical events to assist in protecting the safety and well-being of the general public and supporting the delivery or restoration of essential City services.
  • Performs special projects and other duties as assigned by the Planning Director or designee.
Knowledge of:
Municipal planning, zoning, subdivision, and land development principles and practices. Local, state, and federal laws applicable to planning and development, including the Texas Local Government Code. Unified Development Codes, zoning ordinances, subdivision regulations, and comprehensive planning. Development review processes, including plats, site plans, rezoning, variances, and conditional use permits. GIS, mapping, property records, and basic planning research methods. Public hearing and local government procedures.
Skill in:
Reviewing and interpreting plats, site plans, surveys, maps, and development plans. Applying zoning, subdivision, and development regulations. Preparing staff reports, recommendations, correspondence, and presentations. Communicating effectively with developers, engineers, residents, City staff, and public officials. Conducting site inspections and identifying development compliance issues. Managing multiple projects, cases, and deadlines. Using GIS, permitting systems, and standard office software. Exercising sound judgment, problem-solving, and providing professional customer service. Minimum Qualifications Bachelor's Degree in Urban Planning, Architecture, Public Administration or a related field; AND minimum one (1) year experience in municipal planning; OR an equivalent combination of education and experience. Licenses and Certifications Possession of a valid Texas driver's license.
  • Work is performed primarily in a standard office environment with some exposure to an outdoor work environment. May be required to lift and carry items weighing up to 10 pounds.
Pay:
$19.79 - $22.54 per hour Expected hours: 40.0 per week
