SUMMARY SPIRITT

Family Services is seeking a compassionate, culturally responsive, and family-centered Temporary Kinship Navigator/Youth and Family Resource Specialist. The Kinship Navigator - Youth and Family Resource Specialist provides comprehensive support, service navigation, advocacy, and resource coordination to kinship caregivers, families, and youth involved in Los Angeles County's child welfare system. Through the Relative Support Services (RSS) Program, the position connects families to public benefits, education, workforce development, mental health, permanency, and community resources while promoting placement stability, family resilience, and self-sufficiency. The Kinship Navigator also coordinates emergency and flexible family support, maintains ongoing engagement with participants, and facilitates the Youth Advisory Council to promote youth leadership, self-advocacy, and meaningful input in program development. Services are provided using a trauma-informed, family-centered, strengths-based, culturally responsive, and equity-focused approach.

Responsibilities:

Respond to caregiver referrals within required timelines; conduct intakes and strengths-based assessments of kinship caregivers, children, youth, and families. Develop individualized service plans that address placement stability, permanency, education, health, mental health, housing, public benefits, and economic well-being. Provide ongoing case management, follow-up, advocacy, and service coordination with public agencies, schools, healthcare providers, and community partners. Connect caregivers and youth to benefits, financial assistance, housing, food, transportation, childcare, legal, counseling, educational, workforce, and other community resources. Assist youth with school stability, academic supports, college and career readiness, leadership development, mentoring, enrichment activities, and successful transitions to adulthood. Coordinate emergency and flexible family supports, including eligibility review, funding requests, purchases, receipts, approvals, expenditure tracking, and required documentation. Conduct outreach to caregivers, youth, DCFS, Probation, schools, faith-based organizations, service providers, and community stakeholders to promote RSS services and engagement. Support caregiver education, support groups, workshops, family engagement events, resource fairs, and enrichment activities for children, youth, and caregivers. Recruit, engage, and support youth participants for the Youth Advisory Council; coordinate meetings, agendas, attendance, activities, and documentation. Facilitate youth voice, leadership, self-advocacy, and recommendations to strengthen services, improve outcomes, and support continuous quality improvement. Maintain accurate participant records, service notes, outcome data, expenditure records, and reports in compliance with agency, program, County, confidentiality, and contractual requirements. Requirements Bachelor's Degree in Social Work, Human Services, Psychology, Child Development, Sociology, Counseling, Criminal Justice, or a closely related field; or equivalent combination of education and experience. Minimum two (2) years of experience providing case management, family support, youth services, child welfare, foster care, kinship care, or social services. Experience working with children, adolescents, caregivers, and families. Knowledge of community resources, public benefits, and social service systems. Strong documentation, organizational, and time management skills. Ability to work independently and manage a diverse caseload. Proficiency with Microsoft Office and electronic data management systems.
