Supervisory Social Worker

Job Description

The Social Work Supervisor provides clinical and administrative oversight of multiple programs that are complex and serve Veterans with high psychosocial and medical needs. The incumbent supervises Social Workers (SW) within the following areas: Community Living Center (CLC), Acute Rehabilitation Unit, Patient Aligned Care Team (PACT), and Home Based Primary Care (HBPC).This position is located at the Chillicothe VA Medical Center within Social Work Service.
Qualifications:
Basic Requirements :
United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency:
You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). Education and/or
Experience Combination:
You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited.
Note:
A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
License or Certification:
You must be licensed or certified by a state to independently practice social work at the master's degree level. Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Grade Determinations :
GS-13
Supervisory Social Worker Licensure Requirement:
You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. GS-13
Supervisory Social Worker Experience Requirement:
You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to the experience above, you must demonstrate the following
Knowledge, Skills and Abilities:
Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development.
Preferred Experience:
Experience providing psychosocial assessments and case management services to Veterans and/or clients within a healthcare or interdisciplinary team setting. Knowledge of VA and community resources, entitlements, coping strategies, psychosocial diagnoses, and coordination of support services. Prior experience working within Primary Care, PACT, or a similar integrated care model focused on meeting biological, psychological, social, and environmental needs. Ability to address formal referrals to Social Work Service and collaborate effectively with interdisciplinary team members.

Physical Requirements:
The work is primarily sedentary, although may require extreme patience in controlling one's emotions. The work may require using appropriate techniques to physically restrain Veterans who present a danger to self or others. While performing the duties of this job, the social worker is regularly required to stand and walk. Specific vision abilities required by this job function include, but are not limited to close vision, distance vision, peripheral vision, depth perception and ability to focus.
