44,894.09 - 71,210.34 Annually (depending on experience, qualifications, certifications, and budget approval) Overview of Position (Senior Housing Specialist): The Senior Housing Specialist performs advanced technical and administrative work for the Housing Choice Voucher Program. This position supports program compliance, participant and owner service, file accuracy, portability administration, lease-up processing, reimbursement tracking, and other HCV functions assigned by the Executive Director or designee. The position requires sound judgment, strong attention to detail, accurate rent and HAP calculations, professional communication, confidentiality, and the ability to interpret and apply HUD regulations, the
SBPG HCV
Administrative Plan, and internal procedures. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Essential Duties and Responsibilities HCV Program Administration
  • Processes HCV program actions such as annual reexaminations, interim reexaminations, moves, voucher issuance, participant updates, and related case actions as assigned.
  • Calculates income, deductions, utility allowance, payment standards, family share, tenant rent, and Housing Assistance Payment amounts.
  • Reviews participant files for completeness, accuracy, eligibility, verification, and compliance with HUD requirements and SBPG policy.
  • Prepares and issues participant and owner notices, appointment letters, document requests, rent change notices, and other program correspondence.
  • Maintains complete, accurate, and audit-ready electronic and paper files.
  • Responds professionally to participants, owners, other PHAs, staff, and members of the public. Portability Administration
  • Serves as a primary staff member responsible for incoming and outgoing portability matters for the PHA.
  • Reviews portability packets, including HUD-52665, HUD-50058, voucher information, income records, verification documents, and related materials.
  • Coordinates with initial and receiving PHAs regarding voucher issuance, lease-up status, billing, absorption, terminations, extensions, and required documentation.
  • Tracks portability billing, reimbursement, absorption status, and related follow-up with finance and other PHAs.
  • Maintains a portability tracking log and prepares regular updates or reports for management as assigned.
  • Identifies and reports portability issues involving missing documents, reimbursement delays, billing discrepancies, funding concerns, or compliance risks. Briefings, Lease-Up, and HAP Contract Support
  • Conducts or assists with voucher briefings, portability briefings, move briefings, and voucher issuance appointments as assigned.
  • Reviews RFTAs, owner documents, lease-up packets, rent reasonableness status, affordability calculations, inspection results, and HAP contract documents as assigned.
  • Assists with HAP contract preparation, lease-up coordination, owner payment setup, and related file documentation.
  • Coordinates with inspectors, finance staff, caseworkers, owners, and families to resolve lease-up and payment issues. Compliance, Quality Control, and Senior-Level Support
  • Assists with file quality control, corrective action, audit preparation, SEMAP readiness, and internal process improvements.
  • Supports compliance with fair housing, reasonable accommodation, VAWA, confidentiality, due process, and records-retention requirements.
  • Provides technical assistance to HCV staff on complex cases and may assist with training new or less experienced staff.
  • Assists with special projects, reports, program monitoring, workflow improvements, and other duties assigned by the Executive Director or designee. Knowledge/Skills
  • Working knowledge of the Housing Choice Voucher Program or ability to quickly learn HCV rules, procedures, forms, and calculations.
  • Ability to calculate income, deductions, rent, utility allowances, payment standards, tenant rent, and HAP accurately.
  • Strong organizational skills and ability to manage deadlines, logs, case files, notices, and follow-up tasks.
  • Ability to interpret and apply regulations, administrative plans, policies, procedures, and written guidance.
  • Strong written and verbal communication skills with participants, owners, PHAs, public officials, coworkers, and the public.
  • Ability to maintain confidentiality and handle sensitive participant information appropriately.
  • Proficiency with computers, email, Microsoft Office, PHA-Web, or similar software, document scanning, data entry, and housing software.
Education/Minimum Qualifications:
  • High school diploma or equivalent required.
  • At least three years of experience in HCV, public housing, affordable housing, case management, compliance, government programs, social services, or a related field preferred.
  • Prior experience with HCV eligibility, occupancy, rent calculation, reexaminations, portability, or lease-up processing strongly preferred.
  • Ability to complete required HCV training or certification within the timeframe established by the PHA.
  • Must be able to pass any required background, employment, ethics, or confidentiality screening.
Preferred Qualifications:
  • HCV Specialist, Rent Calculation, Occupancy Specialist, NAHRO, Nan McKay, Quadel, or equivalent housing certification.
  • Experience with HCV portability, HUD-52665, HUD-50058, billing, absorption, reimbursement tracking, or interagency PHA communication.
  • Experience working in a public agency, housing authority, parish government, community development agency, or federally funded program.
  • Experience preparing notices, maintaining compliance files, reviewing lease-up packets, and communicating with landlords and low-income families.
