Job Duties and Preferred Qualifications :
The City of Virginia Beach Department of Human Services is seeking candidates for the position of Family Services Specialist I/II in the Employment Services Unit . Selected individuals will be assigned Employment Services that may include the VIEW and Learnfare programs and working with the homeless population. The Family Services Specialist I (FSSI) must have the knowledge, skills, and experience to manage an Employment Services caseload, work with families and demonstrate the capacity to utilize effective time management skills to achieve maximum time effectiveness.
Duties :
Utilize the Strength Based Approach to conduct VIEW initial screenings, intakes and assessments of customer's needs to identify strengths and address barriers to self-sufficiency. Assist individuals with developing a Service Plan. Address employment, housing, mental health, education, financial management, crisis intervention, substance abuse, domestic violence and other supportive services. The FSS I will provide individuals and families with referrals to community resources and internal agency services as determined by individual and family needs. Manage a caseload of 75-100 families and provide case management services as ongoing service to the Employment Services clients. Manage a Learnfare caseload to minimize non-enrollment and truancy of families receiving Temporary Assistance for Needy Families. In Addition to the above duties, the Family Services Specialist II will also: Conduct initial assessment interviews to determine employability and to identify strengths and barriers for VIEW program participation. Provide Supportive Services to clients in the form of Child Care referrals, transportation assistance, tools, uniforms, school expenses, emergency expenses, community resources and issue invoices as approved by the supervisor. Document case narratives within three business days Use the Virginia Case Management System (VaCMS) to open cases, manage, update and monitor cases; provide a monthly update of activity status by the 8th of each month. Exhibit excellent telephone and electronic communication skills. Attend in-services, trainings, conferences and may represent the agency on committees and task force groups. Serve as lead worker to assist with coordination of service delivery and management of tasks in the supervisor's absence. Provide additional services for the unit in the form of collateral duties such as but not limited to coordinating the Learnfare program, or being the liaison at community partner meetings. Handle more involved cases such as joint cases with Child Protective Services. Assist in writing Standard Operating Procedures or other guidance documents as needed.

Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0. $500 will be awarded in the first paycheck. $1,000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of "Meets Expectations". $1,500 will be awarded upon completion of the employee's one (1) year probationary period and a performance evaluation with an overall rating of "Meets Expectations". FAMILY SERVICES SPECIALIST I MINIMUMS
Must possess a minimum of a Bachelor's degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology or sociology); or possess a Bachelor's degree in any field accompanied by a minimum of two (2) years related experience in a human services area. Must have a current and valid driver's license
FAMILY SERVICES SPECIALIST II MINIMUMS
Requires a Bachelor's degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology or sociology) and three (3) years of experience in a human services field; or possess a Bachelor's degree in any field accompanied by a minimum of five (5) years of related experience in a human services area. Must have a current and valid driver's license. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
