DUTIES AND RESPONSIBILITIES
Position Summary We are seeking a dedicated and energetic Housing Specialist to join our dynamic team. In this vital role, you will be the primary point of contact for individuals seeking housing assistance, ensuring they receive comprehensive support tailored to their unique needs. Your expertise will help empower clients to secure stable, affordable housing while navigating complex regulations and programs. The Housing Specialist is responsible for administering assigned affordable housing programs and supporting residents throughout the tenancy process. This position ensures compliance with federal and state housing regulations by conducting tenant certifications, maintaining accurate records, preparing required notices, coordinating appointments, monitoring occupancy, and assisting with unit inspections. The Housing Specialist provides responsive customer service to applicants and residents, maintains program documentation, enforces lease and program requirements, and collaborates with staff to ensure safe, well-maintained housing communities. The position requires strong organizational skills, attention to detail, professionalism, and the ability to interpret regulations while working effectively with diverse populations. Key Responsibilities Essential Job Functions of the Housing Staff
  • Acquire working knowledge of the federal and state regulation governing assigned housing programs.
  • Acquire and maintain a basic working knowledge of Washington State Landlord-Tenant laws.
  • Acquire and maintain basic knowledge of required system software and applications
  • Responsible for the complete and accurate entry of all tenant data into the database, as well as assisting with the processing and maintenance of records, logs, and other program monitoring tools.
  • Responsible for scheduling appointments with tenants, conducting tenant meetings as assigned, and coordinating any other necessary meetings.
  • Responsible for the preparation and delivery of all applicable tenant notices, newsletters, and other resident communications.
  • Responsible for timely completion of tenant annual and interim certifications.
  • Maintain organized files and ensure all documentation is accurate, complete, and audit-ready at all times.
  • Responsible for providing accurate and understandable unit condition reports to tenants at the time of move-in and move-out.
  • Responsible for conducting required annual inspections in a timely manner and ensuring all inspections are completed in accordance with program requirements.
  • Responsible for maintaining full occupancy of all assigned units.
  • Responsible for follow-up communication with assigned caseload through mail, email, and telephone calls.
  • Assist in maintaining all CCWHA properties in superior condition at all times, including grounds maintenance, litter control, garbage disposal, and parking lot cleanliness.
  • Handle tenant violations of rules and regulations appropriately by issuing the necessary compliance notices to residents.
  • Responsible for consistently meeting established deadlines and complete assigned tasks in a timely and efficient manner.
  • Attend all agency staff meetings and program staff meetings and participate in training sessions as required.
  • Cooperate with funding source monitors, auditors, and other regulatory reviewers as required.
  • Other duties as assigned.
QUALIFICATIONS
Required Abilities and Skills:
  • Understand and interpret highly technical material (e.g.; regulations, leases, contracts, inspection manuals, etc.).
  • Perform simple mathematical functions with a high degree of accuracy.
  • Communicate effectively in oral and written form in English and Spanish.
  • Accept responsibility and work independently of immediate supervision with a high level of consistency and efficiency.
  • Maintain confidentiality on all program matters.
  • Operate all types of office equipment.
  • Operate a computer.
  • To perform all duties required for the completion of inspections including but not limited to entering confined areas such as basements etc., climbing several flights of stairs.
  • Maintain regular & punctual attendance.
  • Establish & maintain professional, positive, and respectful working relationships with supervisors, staff, volunteers, applicants and tenants.
  • Will work on-site at the Housing Authority's main office and at other Housing Authority properties, as assigned.
  • Adjust schedule, as required.
  • Must possess physical strength and agility sufficient to perform moderate manual labor, both in and out of doors and occasionally under adverse weather conditions. Education and Experience High School diploma or equivalent plus two years' experience in related field; housing, social service, property management, etc. Other Qualifications or Special Requirements
  • Must be personally bondable.
  • Must have or be able to obtain a valid Washington State Driver's License and maintain a good driving record.
  • Must have reliable transportation.
  • Must be able to verify personal vehicle insurance.
  • Will be required to carry Housing Authority-issued equipment, including a cell phone, iPad, and laptop, for conducting agency business when necessary. Work Schedule
  • Full Time - 40 hours per week.
  • Work overtime hours as needed.
  • Office hours are Monday through Thursday 7:30 a.m. to 6:00 p.m.
  • Position location will be based in Chelan & Manson with training conducted at the main office in Wenatchee.
  • 3% Bilingual differential available for those who can demonstrate fluency in a second language.

  • Pay range between $21.00 -30.00 DOE Typically, new hires begin at the lower end of the pay range.
  • 3% additional bilingual differential available for those who can demonstrate bilingual proficiency in another language beyond English.
