POSITION PURPOSE

This position is responsible for providing confidential substance use disorder treatment and recovery support that conforms to established policies and procedures to individuals, families, groups, and communities promoting health lifestyles and recovery. Conducts all core functions of alcohol and drug counseling according to applicable Tribal/State/Federal regulatory standards or guidelines including the observation, description, evaluation, interpretation, and modification of human behavior by the application of core functions as it relates to the harmful or pathological use or misuse of alcohol or other drugs. essential Duties, functions, & Responsibilities

UMICAD I, II, III

Provide Substance Use treatment plans, treatment reviews of clients, and substituting for other Substance Use Counselors as needed. Perform Comprehensive Assessments and intake documentation as needed. Provide individual and group counseling to substance use clients and coordinates services with the Substance Use team for co-occurring disorder clients. Facilitate changes in clients in an Outpatient setting with regards to their substance use disorder by providing individual counseling sessions, family counseling, and family/community therapeutic activities. Implement and coordinate substance use treatment and counseling programs to meet identified needs for specific patient populations, including primary and secondary needs. Schedule flexibility is an essential function of this position. Hours may be adjusted, with appropriate notice when possible, to align staffing resources with patient care needs, service demands, and organizational priorities. Participate in weekly clinical and individual supervision meetings with Supervisor and other Substance Use Counselor(s), completing weekly case reviews with the team; takes part in training and completes monthly reports. Keep abreast of current developments in the field of substance use treatment and share that knowledge with the treatment team. Act as liaison with other community agencies on the client's behalf, including timely reporting and attending meetings. Maintain client records, clinical documentation, and Medicaid standards, submit client billing information in a timely manner, and maintain a comprehensive review of client treatment process. Maintain the accuracy of program specific databases, EPIC, Medicaid Management Information System (MMIS) Drug and Alcohol Abuse Normative Evaluation System (DAANES), and

MN-ITS. 12.

Provide outpatient substance use services and develop individualized aftercare plans for clients completing treatment, including meetings, group settings and aftercare counseling sessions. 13. Facilitate groups, individual, and aides' clients in building their own support networks. 14. Network with community service providers and coordinates services for clients. 15. Abide by Federal Laws and the Bois Forte Substance Use Program's policies regarding confidentiality. 16. As an employee of the Bois Forte Reservation, will follow the Bois Forte Procurement Policy and any other applicable procurement requirements when obtaining goods and/or services for the Bois Forte Band of Chippewa. 17. Performs other duties as assigned.

MINIMUM MANDATORY QUALIFICATIONS

Experience:

UMICAD I

• Experience in documenting competence in screening for and working with clients with substance use, mental health problems, through education, and training.
• Minimum of 300 hours of supervised experience at a chemical health or Substance Use counseling organization of the 12 core functions of counseling. That serves at least 51% American Indian or must be on a federal reservation.
• A passing score on the ADC 1 Exam.

UMICAD II

• Two (2) years of experience directly working with American Indians on a federally recognized reservation or a treatment program that serves at least 51% American Indian.
• Passing Score of the ADC 2 Exam.

UMICAD III

• Two (2) to five (5) years' experience in Substance Use Treatment, Substance Use Disorder Counseling.
• If chemically dependent, must have at least two years of sobriety.

Education:

UMICAD I

• High School Diploma or GED required.
• 150 hours of education and training related to substance use disorders, counseling, behavioral health, psychology, social work, public health or related fields.

UMICAD II

• 300 clinical hours under the supervision of a Licensed Alcohol and Drug Counselor/supervisor that are consistent with UMICAD standards.
• Successfully pass the

UMICAD ADC I

examination.

UMICAD III

• When working on a federal recognized reservation a bachelor's degree is not needed for UMICAD applicants. A bachelor's degree is only necessary for working off tribal lands and requires licensing through the state of minnesota known as an LADC.
• Certified at level III through Upper Midwest Indian Council on Addictive Disorders (UMICAD)
• Eighteen semester credits (270 clock hours) of specific alcohol and drug counseling course work.
• 880-hour alcohol and drug counseling practicum.
• Passing score on written comprehensive exam or Passing score on oral exam.

License/Certification:

UMICAD I

• Certified as UMICAD I, or a person licensed as an Alcohol and Drug Counselor under licensing standards approved by Reservation Business Committee, or its designee.
• One or more approved wellness-and recovery-focused intervention or facilitator certifications such as Wellbriety training, WRAP, Peer Recovery, etc.
• Complete and maintain the following certifications/training within six (6) months of hire: Comprehensive Assessment (); Anishinaabe Culture and Values; Treatment Coordination; and Harm Reduction Principles.
• A valid Minnesota driver's license.
• CPR Certified or willing to obtain upon hire .

UMICAD II

• Certified as UMICAD II, or a person licensed as an Alcohol and Drug Counselor under licensing standards approved by Reservation Business Committee, or its designee.
• Complete and maintain the following certifications/training within six (6) months of hire: Comprehensive Assessment (or Rule 25); Anishinaabe Culture and Values; Treatment Coordination; and Harm Reduction Principles.
• Must complete Clinical Supervision Training within six (6) months of hire.
• A valid Minnesota driver's license.
• CPR Certified or willing to obtain upon hire.

UMICAD III

• Current licensure by the State of Minnesota, Board of Behavioral Health, and Therapy (BBHT), as an Alcohol & Drug Counselor (LADC)/ADC-T and/ or the Upper Midwest Indian Council on Addictive Disorder (UMICAD) Certified Alcohol and Drug Counselor level III.
• A valid Minnesota driver's license.
• CPR Certified or willing to obtain upon hire.

Mandatory Knowledge, Skills, Abilities and Other Qualifications:

UMICAD I, II, III

• Knowledge and understanding of Minnesota Ojibwe people, customs, culture, and traditions.
• Professional knowledge of the principles and practices of substance use in performance of such assignments as providing direct clinical services to individuals and families and professional guidance to less experienced employees.
• Knowledge and skills of individual therapy and family therapy techniques; and of normal human psychological and physical development.
• Interacting with people from common professions and building positive rapport.
• Knowledge of resources, mental health, housing, veteran service programs, victim services, social service programs, treatment facilities and other Federal, State and private programs to which a patient can be referred.
• Knowledge of Data Privacy Act, HIPAA, and Child Protection Services confidentiality requirements.
• Knowledge of Microsoft Office Suite (Word, Excel, etc.), internet software and appropriate storage of electronic files.
• Knowledge of Alcoholics Anonymous' twelve-step recovery plan.
• Knowledge of the Red Road to Wellbriety.
• Knowledge of ASAM Level of Care and other modalities of treatment and recovery.
• Knowledge of 12 Core Functions according to licensure/certificates.
• Knowledge of DAANES and other data reporting standards.
• Knowledge and skills in Person Centered-Cognitive Behavioral Theories.
• Knowledge and skills in Motivational Interviewing.
• Ability to write reports and business correspondence.
• Ability to adequately interview applicants to obtain all information necessary to determine services needed.
• Ability to communicate well with people of all age groups and skills in acting as a liaison between individuals and treatment centers.
• Ability to use independent judgement regarding priority of work and interventions in emergency situations.
• Ability to work with minimal supervision.
• Ability to perform other duties as assigned.
• Professional knowledge of current medical, non-medical and non-traditional treatment modalities, aftercare and counseling techniques as applied to health problems of acute substance use disorders.
• Familiarity with Minnesota Chippewa Tribe (MCT) Chemical Dependency Ordinance 19.
• Skilled with developing positive rapport with clients, peers, parents, families, and community members.
• Must be free of chemical use problems for at least two (2) years immediately preceding their hiring and must sign a statement attesting to that fact and freedom from chemical use problems must be maintained during employment.
• Must be able to pass a Background and Drug screening
• Must be over the age of 18, responsible, mature, healthy adult who is able to carry out the license holder's duties
• Must be familiar with the Drug and Alcohol Abuse Normative Evaluation System (DAANES).
• Must be familiar with the National Government Performance and Results Act (GPRA).
• Completion of 40 clock hours of continuing education every 2 years, according to licensure
• Basic operation of a workstation (turning on/off, knowledge of basic functions and components) and general office equipment use/storage/maintenance of multiple usernames and passwords. Computer-related problem-solving skills through the use of available training and help desk.
• Provide Crisis intervention as needed and when requested.
• A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.

PREFERRED QUALIFICATIONS

• Prefer experience with Native American communities/people.
