INTRODUCTION
This position provides approprie developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in Child and Youth Programs (CYP). The duties of this position are developmental in nure and designed to provide experience and training to qualify for mandory advancement to higher level positions leading to the full performance position. The incumbent works under close direction of supervisor or other higher graded employee performing routine child care and youth development tasks, following written and verbal step-by-step instructions. Work is observed and reviewed in detail, while in progress and upon completion, to ensure and assess trainee's progress and to evalue competency of training objectives and readiness for further training. Training of a progressively more responsible and specialized nure associed with the child care and youth development operions. These duties are performed to increase knowledge of child care and youth development duties and responsibilities and to develop skills for advancing to the higher-level positions. The work includes a wide variety of activities in CYP. The incumbent serves as a manded reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
MAJOR DUTIES AND RESPONSIBILITIES
Assists in implementing planned, developmentally approprie activities, schedules, and routines for children/youth using prepared or developed curriculum, activity plans, and merials which includes group and individual activities. Assists with tending to the developmental needs of children/youth in assigned area, including relionship building. Works cooperively as a member of a team and exhibits strong interpersonal skills with children, youth, and adults. Follows and promotes safety, fitness, health, and nutrition practices. Assists in supervising children and youth during daily schedule of indoor and outdoor activities, on field trips, outings, and during special events. Maintains communicion with other employees to request assistance, aid, and report challenges. Remains within child and youth rio. Helps arrange for or serve approprie snacks or meals where applicable. Cares for children and youth with special needs as directed by the supervisor or other higher graded employee Ensures inclusive programming for children and youth with special needs is implemented within current policy. Follows all physician-prescribed medicions and individualized care instructions, such as those for special diets, feeding procedures, assistive devices, and other needs for special care and tention. Adheres to special instructions provided by parents and multidisciplinary Inclusion Action Teams (IAT) such as medicion administrion, acute health reled conditions, behavior management, and special dietary restrictions or needs. Responds to minor illness or injury, renders aid as needed, and completes and submits accident/incident report documention. Observes program participants for signs th may indice illness, abuse, or neglect and reports as directed. Ensures children and youth (as applicable) depart with authorized person according to written parental instructions. Identifies and responds to emergency situions including evacuions, child/youth illness, and physical and emotional needs. Physical Demands/Work Environment The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor. The work involves everyday risks or discomforts which require normal safety precautions typical of a wide variety of child and youth activities, programs, and services, such as exposure to disease or injuries. The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immedie responses when applicable. The incumbent must communice effectively in English, both orally and in writing to communice with CYP team and customers, prepare reports and plans, and document observions. Majority of the work is performed in the CYP facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips. Duties may involve working both indoors and outdoors. Classrooms and office areas are adequely lighted, heed, and ventiled. The incumbent may work an uncommon tour of duty to include evenings and weekends to accommode varying program opering schedules. MINIMUM QUALIFICATIONS
ALL LEVELS (CY1-CY2, GSE02/03/04): Be 18 years of age, possess a high school diploma or equivalent, have the ability to speak, read, and write English, follow verbal and written instructions and communice effectively orally and in writing. Be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance. Activities may require incumbent to obtain a government drivers license (to include driving a government vehicle while transporting children). Prior experience working with children or youth preferred.
ADDITIONAL MININMUM QUALIFICATIONS FOR CY1 GSE-03
In addition to the above requirement for all levels, Minimum of six months experience working in a group program with children/youth. Be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance. AND Completion of Entry Level DoW standardized training courses and requirements. OR Six (6) semester hours of college credit in early childhood, elementary, or secondary educion; child and youth development, or special educion.
ADDITIONAL MININMUM QUALIFICATIONS FOR CY2 GSE-04
: In addition to the above requirement for all levels, Minimum of 12 months experience working in group programs with children/youth as well as demonstred knowledge in theories and principals of child/youth development. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance. In addition to the above, candide must possess: Completion of DoW standardized training courses. OR A Child Development Associe (CDA) credential or Military School-Age (MSA) credential. OR 12 semester hours of college credit in early childhood, elementary, or secondary educion; child and youth development, or special educion.
CONDITIONS OF EMPLOYMENT
This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified 34 U.S.C. 20351) and DoD Instruction 1402.05, favorably adjudiced background checks are required. Position is subject to immunizion requirements as a condition of employment for working with children and youth. Employee is required to obtain approprie immunizion against communicable diseases in accordance with recommendions from the Advisory committee on Immunizion Practices (ACIP), which includes the influenza vaccine. Must pass a pre-employment physical and subsequent physical, thereafter, provide evidence of immunizion and be free from communicable disease. Must complete all DoW and Service training requirements within the specified time including oriention, initial, and annual ongoing training requirements, and any required certificions. Must maintain current CPR and First Aid certificions.
Note:
This position is identified as a Test Designed Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operions.
