The City of Effingham Administration Department is seeking candidates to serve as Freedom of Information Act (FOIA) Officer. This position is full-time, with a minimum starting wage of $25.88 per hour. Wage increases to $26.54 per hour after six (6) months of service. The Freedom of Information Act (FOIA) Officer is responsible for administering and coordinating the City's compliance with the Illinois Freedom of Information Act (5 ILCS 140) and applicable records access requirements. The (FOIA) Officer provides administrative support to the City Clerk's Office, Police Department, and Fire Department. This position is assigned to the Administration Department and reports to the Deputy City Administrator. The primary responsibilities of the FOIA Officer include, but are not limited to: processing a variety of requests for records; opening, closing, and disseminating completed requests; utilizing multiple resources to research and identify relevant information; maintaining orderly and meticulous files; and receiving and responding to requests for information.
DUTIES:
Respond to requests for information and data filed by individuals, businesses, organizations, attorneys, journalists, and other entities pursuant to the Illinois Freedom of Information Act (FOIA).
Closely coordinate activities with the City Clerk's Office, Fire Department, and Police Department Records Division; serve as the coordinator of a seamless process between these City offices.
Receive and review information from various sources to ensure compliance with the Illinois FOIA.
Research, examine, and analyze data, documents, files, archives, audio recordings, and video recordings to provide responses to FOIA requests and perform appropriate redactions of exempt information. Occasionally, these documents, recordings, etc. may be of a graphic or disturbing nature.
Respond to requests for information within the statutory time limits, and when appropriate, notify the requester of the necessity for additional time to respond to their request.
Determine whether records are subject to disclosure, require redaction, or may be withheld pursuant to applicable statutory exemptions.
Prepare legally sufficient written responses and denial letters which identify the applicable statutory exemption and explain the factual basis for withholding or redacting information.
Maintain accurate records that document the City's response to each FOIA request.
Ensure that partial disclosures are made when records contain both exempt and non-exempt information, when required by law.
Identify requests that may involve unduly burdensome, commercial, recurring, voluminous, or otherwise complex circumstances and process those requests in accordance with applicable law.
Maintain current knowledge of Illinois FOIA statutes, Illinois Attorney General Public Access Counselor opinions, relevant Illinois Appellate Court decisions, and other legal developments that impact public records disclosure.
Utilize and operate a variety of software and equipment, including specialized systems and technology for FOIA-related tasks.
Maintain and update records as mandated by state statute or regulation, or as mandated by the City.
Obtain approval from the City Clerk, Police Department, or Fire Department, as appropriate to the circumstances, prior to releasing data or documents with certain processes.
Coordinate with department heads, records custodians, and other City staff to identify and obtain relevant records and data.
Maintain and update the City's public records and transparency information made available through the City's website.
Maintain a courteous and respectful attitude and represent the City in a positive and professional manner.
Associate's degree or equivalent from a two-year college or technical school; or five (5) to seven (7) years of related experience; or a combination of education and experience.
PREFERRED QUALIFICATIONS
Bachelor's degree from a four-year college or university; or eight (8) to ten (10) years of related experience; or equivalent combination of education and experience.
