Senior Marine Mammal Scientist / Technical Analyst

Job Description

Position summary Provide advanced biological, ecological, quantitative, and decision-science support for scientifically robust and legally defensible environmental review of priority projects affecting marine mammals and their habitats. Key responsibilities
  • Collect, organize, interpret, analyze, and synthesize the best available science on effects of anthropogenic activities on marine mammals and habitat.
  • Apply marine-mammal science, population biology, risk-assessment frameworks, statistics, and quantitative methods to impact and mitigation questions.
  • Develop or evaluate analytical frameworks, methods, tools, guidance, and technical products for internal and external use.
  • Assess exposure, response, population-level consequences, uncertainty, and effectiveness of mitigation or monitoring measures.
  • Produce clear technical memoranda, reports, presentations, literature syntheses, and recommendations for scientific and nontechnical audiences.
  • Collaborate across multidisciplinary NOAA teams and with external scientific and regulatory stakeholders. Required qualifications
  • Bachelor's degree in marine biology, ecology, population biology, quantitative ecology, biostatistics, oceanography, or a related field; advanced degree strongly preferred.
  • At least 8 years of directly relevant professional experience meeting Scientific Services Level 2.
  • Demonstrated marine-mammal or protected-species research/assessment experience and strong quantitative analytical capability.
  • Proficiency with one or more scientific computing environments such as R, Python, or MATLAB.
  • Ability to translate complex analyses into high-quality technical products that support management or regulatory decisions. Preferred qualifications
  • Population Consequences of Disturbance modeling, expert elicitation, population viability, exposure-response, or ecological risk assessment.
  • GIS or spatial-analysis experience.
  • Peer-reviewed publication record or prior
NOAA/NMFS
support. Employment conditions
  • Full-time unless otherwise specified; baseline schedule assumes a standard 40-hour workweek. Overtime is not anticipated and requires advance written Government authorization.
  • Offsite and hybrid work are subject to COR/Government approval.
Candidate must be available to work onsite at
NOAA/NMFS/OPR, 1315
East-West Highway, Silver Spring, MD, when requested.
  • Limited CONUS travel may be required. Candidate must maintain U.S. work authorization, pass required background/security processing, obtain a DOC badge as applicable, and complete mandatory NOAA training.
  • Final compensation will depend on directly relevant experience, education, specialized expertise, location, benefits, work schedule, and contract constraints.
Pay:
$118,000.00 - $158,000.00 per year
