The Building Official is responsible for administering and enforcing adopted building codes and related regulations to ensure the health, safety, and welfare of the Ouray community. This position oversees plan review, permitting, and inspection activities; interprets/enforces codes and ordinances; and provides guidance to staff members, contractors, and the general public. The Building Official works collaboratively with other departments and agencies to support safe, compliant, and efficient development within the City of Ouray.SUPERVISION RECEIVED

NoneESSENTIAL DUTIES AND RESPONSIBILITIES
Provides guidance/enforcement on the adopted international building codes and Ouray Municipal Code requirements to owners, contractors, and the general public. Reviews building, mechanical, and related applications submittals, conducts a staff review from plans and blueprints prior to construction for conformance with City adopted building codes. Enforces all building codes for the City. Calculates fees and issues building permits in accordance with City standards. Performs field inspections of construction, including but not limited to foundations, framing, insulation, fire places and/or stoves, wall and roof sheathing, mid-roof inspections during re-roofs, drywall, final building, safety, mechanical equipment and other inspections associated with adopted building codes. Maintains accurate and complete records of permits, inspections, and correspondence in accordance with City standards. Works with varying City staff on EQR assessments and declarations for water and sewer charges for new and existing buildings, changes in ownership of properties, and changes in use of properties. Communicates with citizens and team members in a professional and effective manner. Also will communicate with other regional building officials in order to understand regional trends and issues, and maintain awareness of current building practices. Responds to complaints and proactively monitors and enforces building compliance; communicates findings clearly with property owners, tenants, and contractors; and coordinates enforcement actions with the Code Compliance Officer, other departments, and partner agencies as needed. Issues notices of violation, correction orders, and related documentation in accordance with established procedures, with an emphasis on education, voluntary compliance, and timely resolution. Addresses nuisance conditions and other code-related issues, and performs additional enforcement duties as assigned by the Community Development Director or City Administrator.MINIMUM QUALIFICATIONS 1.
Education and Experience A. Graduation from high school, plus, two (2) years of specialized training in construction methods and practices related to testing and compliance provided through technical college, professional workshops or university studies. and B. Five (5) years of experience performing the above related duties. Or C. Bachelor's degree from an accredited college or university in construction management, engineering, architecture, building science, or a closely related field. Supplemented by at least two (2) years of experience in building inspection, construction, or a related field. 2. Knowledge and Skills A. Working knowledge of the adopted International Building Code (IBC) and related ICC codes, including current editions as adopted by the jurisdiction and familiarity with the City of Ouray Municipal Code, including the Land Use and Development Code and Sign Code. B. Knowledge of construction methods and materials for residential, commercial, and industrial projects, and applicable building, plumbing, electrical, mechanical, and energy codes. C. Enforcement of building codes and municipal ordinances with professionalism and impartiality; read and interpret construction plans, specifications, and technical documents; identify violations and recommend corrective actions; and communicate clearly both verbally and in writing. D. Ability to apply applicable federal, state, and local codes; build effective working relationships with staff, contractors, and the public; and work independently using standard office technology. Must be able to perform the essential physical and functional duties of the position. E. Ability to read and interpret construction documents and digital plans. Strong communication skills and ability to work effectively with contractors, staff, and the public. 3. Special Qualifications A. Must possess a valid Colorado Driver's License. B. Must be, or become, B1 Certified Building Inspector from the International Code Council within six (6) to twelve (12) months of employment with the City. 4. Work Environment A. Work is performed in field and construction site environments with regular exposure to heights, uneven terrain, active construction hazards, and varying weather conditions. The position involves frequent interaction with the public and may include occasional high-pressure situations and deadlines. B. Physical demands include standing, walking, climbing, balancing, bending, kneeling, and crawling, as well as working on ladders, roofs, scaffolding, and within confined or under-structure spaces. The role requires manual dexterity for measurements and documentation, and the ability to safely navigate construction sites around heavy equipment. Vision and hearing must be sufficient to perform inspections safely. Frequent local travel and periodic exposure to seasonal weather extremes are expected.Disclaimer :
