  • The Business Intelligence Analyst Supervisor and Project Manager will perform advanced professional, technical and supervisory work.
Duties include overseeing a team of business analysts, artificial intelligence (AI) initiatives, data-driven initiatives, and project management activities ensuring smooth execution from initiation to completion across Library Services, Waste Management Services, and other Escambia County BCC departments. Responsible for supervising Business Analysts, managing a portfolio of projects, and ensuring the effective use of technology, business intelligence and data analytics to support strategic service delivery goals. The incumbent will serve as a seasoned liaison between County lines of business and the Information Technology Department to translate business service needs into technology-driven service solutions. The ideal candidate will be high-energy, business tech savvy, curious, innovative, and have a blend of technical expertise, leadership, and strategic vision to drive technological initiatives forward. This position reports to the Service Delivery Division Manager.
EXAMPLES OF DUTIES
Identifies and assesses IT service delivery needs within Library Services, Waste Management Services and other Escambia County BCC departments making recommendations for technological improvements, deploying artificial intelligence augmentation, and identifying innovative service solutions. Working knowledge of artificial intelligence assistants, agents and machine learning processes to promote use case transformations in the delivery of public services including LLM, predictive analytics, process automation, chatbot technologies, and machine learning. Familiarity with OpenClaw highly desirable. Plans, coordinates, and manages multiple projects simultaneously across Library Services, Waste Management Services and other Escambia County BCC departments from concept to implementation. Monitors project progress, resolves issues, and ensures that all aspects of the project stay within scope, time, and budget constraints. Communicates effectively with business representatives on all high-profile business projects and directly and proportionately supports the West Florida Library System and Escambia County Solid Waste service along with other County departments relative to needs, projects and underlying technologies needed to accomplish public service goals. Serves in a leadership capacity on all BI initiatives including dashboards, reports, KPI scorecards, and data visualizations serving County business units and lines of business. Includes data modeling, ETL/ELT data design/extraction processes and integrations with enterprise systems. Collaborates with IT infrastructure, help desk and security teams to ensure solutions are delivered reliably efficiently, and securely throughout the County enterprise. Coordinates with both internal departments and external vendors to ensure project deliverables are met. Identifies opportunities for process improvement, increased efficiency, and enhanced service delivery through the use of technology and data analytics. Facilitates communication with stakeholders, including department leadership, staff, and vendors; provides regular updates on project status and key initiatives. Ensures ethical, secure, and responsible use of AI technologies in accordance with County policies and applicable regulations. Ensures consistency in business analysis methodologies, documentation standards, and project management practices. Assists in budget justifications for BI platforms, AI tools, professional services and software licenses. Participates in vendor evaluations. Develops and manages project budgets, ensuring the optimal allocation of resources for IT-related projects. Monitors resource utilization and adjust as necessary to meet project deadlines and objectives. Coordinates with vendors and third-party providers to support system implementations, upgrades, and ongoing maintenance. Supervises, assigns, prioritizes, reviews, and evaluates the work of assigned Business Analysts; provides coaching, mentoring, and formal performance feedback. Establishes clear performance expectations, conducts performance evaluations and on-going mentoring and coaching. Promotes a team culture of innovation, accountability, and data-driven decision making Performs related work as required.
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in Information Systems, Computer Science, Data Science, Business, Analytics or a related field with a minimum of three years of experience in IT Support, with a minimum of one year in a supervisory or team lead role, or a combination of education and experience equivalent to these requirements. Master's Degree is a plus in related technology field. Must have experience with BI platforms such as Power BI, Tableau or equivalent County-adopted tools using ETL/ELT data pipeline design for effective data warehousing. Experience with AI assistant solutions, Openclaw, AI Agents and AI enabled coding prompts. Claude.ai, OpenAI, GROK, Gemini familiarity preferred. Familiar with project management methodologies including Agile, Scrum, and hybrid frameworks Must have a minimum of five years of progressive experience in business intelligence, project management, business delivery dynamics. Use of AI, machine learning and automation solutions embedded applications in a process augmentation environment preferred.
Licenses and Certifications:

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situations and is expected to perform emergency service duties, as assigned.

Positions in this class typically require sitting, standing, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions.
