Job Description:
Organizational Change Management Project Manager (Senior Consultant II) The OCM Project Manager (Senior Consultant II) supports the U.S. Department of Transportation (DOT) and reports to the Task Order Project Manager. This position is mostly remote with occasional onsite presence required in Washington, D.C.. This role is for a proposal and is pending funding/award. Role Summary The OCM Project Manager (Senior Consultant II) leads organizational change management (OCM) activities supporting DOT's migration from its current HR system to Oracle Cloud HCM. This role is responsible for planning, coordinating, and executing change management strategies to ensure workforce readiness, stakeholder alignment, and successful adoption of new business processes and system capabilities. Key Responsibilities Lead development and execution of the OCM strategy for the Oracle Cloud HCM migration, aligned to program objectives and deployment timelines Develop and maintain Change Management Plans, including: Change impact assessments Stakeholder analysis and engagement strategy Communications plan Training strategy and roadmap Oversee execution of communication efforts, including messaging, briefings, and stakeholder outreach across DOT Operating Administrations Coordinate development of training materials, job aids, and end-user support resources aligned to Oracle HCM functionality Support gap analysis and workforce transition planning, including mapping current roles to future-state roles Track and report on change readiness, adoption metrics, and training completion Lead stakeholder engagement activities, workshops, and feedback sessions Coordinate closely with PMO, HR, and IT teams to ensure alignment between system deployment and workforce readiness Support go-live planning and post-deployment adoption and sustainment activities Required Qualifications Bachelor's degree 4-5 years of experience in change management, communications, or organizational transformation Experience supporting enterprise system implementations or migrations Experience developing change management deliverables (communication plans, training strategies, readiness assessments) Preferred Qualifications Experience supporting Oracle Cloud HCM or ERP system implementations Familiarity with federal agency environments and workforce transformation efforts Experience supporting shared services or enterprise-wide deployments Prosci Change Management Certification (or equivalent) Experience with stakeholder engagement across distributed organizations PCI Federal (PCIF) and its subsidiaries are an equal-opportunity employer.
