Senior Product Controls & Change Management Consultant Location:
Orlando, FL (Hybrid/Onsite as Required)

Full-Time Position Summary Temoney Banks Consulting is seeking an experienced Senior Product Controls & Change Management Consultant with 15+ years of experience leading organizational change management, project controls, financial oversight, and owner's representative advisory services for large capital construction programs. This position is ideal for a senior consultant who understands that successful capital projects require more than financial controls—they require effective planning, stakeholder engagement, communication, organizational readiness, and structured change management to ensure successful project delivery and adoption. The successful candidate will serve as a trusted advisor to project leadership by leading enterprise change management initiatives while providing owner-side oversight of project controls, budgeting, forecasting, contractor financial compliance, pay application reviews, change order administration, and project governance. Working closely with executive leadership, owners, project managers, architects, engineers, contractors, and business stakeholders, this individual will ensure projects are financially sound, organizationally prepared, contractually compliant, and successfully implemented from planning through project closeout. Key Responsibilities Organizational Change Management Develop and execute comprehensive Organizational Change Management (OCM) strategies for major capital construction and infrastructure initiatives. Lead change management planning from project initiation through implementation and operational transition. Conduct stakeholder assessments to identify impacts, risks, readiness levels, and adoption strategies. Develop stakeholder engagement plans that build executive sponsorship and organizational alignment. Prepare communication strategies that effectively communicate project objectives, milestones, business impacts, and organizational changes. Develop and facilitate change readiness assessments throughout the project lifecycle. Coordinate business process transition activities to support successful implementation of new facilities, systems, workflows, and operational changes. Collaborate with project leadership to identify organizational risks and implement mitigation strategies. Support leadership coaching and executive alignment during periods of organizational transformation. Measure change adoption using KPIs, readiness metrics, stakeholder feedback, and organizational performance indicators. Coordinate user training strategies and transition planning in partnership with project teams and business units. Facilitate workshops, stakeholder meetings, executive briefings, and change management sessions. Promote continuous improvement by incorporating lessons learned into future change initiatives. Project Controls & Financial Management Monitor and maintain project budgets, commitments, expenditures, forecasts, cash flow, and cost variances throughout the project lifecycle. Lead project controls activities to ensure financial accountability, transparency, and effective cost management. Develop executive dashboards, financial reports, budget forecasts, earned value analyses, and project performance metrics. Identify budget risks, cost trends, forecasting issues, and financial opportunities. Support executive decision-making through financial analysis and project controls reporting. Coordinate project controls activities across multiple projects and capital programs. Construction Financial Administration Review contractor payment applications for contractual compliance, billing accuracy, schedule of values, supporting documentation, and percentage of completion. Validate project expenditures against approved budgets and contract requirements. Reconcile committed costs, actual costs, invoices, purchase orders, and financial records. Review contractor financial documentation to ensure compliance with contractual obligations. Support invoice processing, funding reconciliation, and financial reporting. Construction Change Management & Change Order Administration Lead all project-related change management activities associated with construction scope, schedule, cost, and contract modifications. Review, analyze, negotiate, and process contractor change order requests. Evaluate labor, material, equipment pricing, subcontractor quotations, contingencies, allowances, markups, and schedule impacts. Prepare recommendations for owner approval. Maintain comprehensive change management logs and change control documentation. Monitor cumulative financial impacts of approved and pending changes. Ensure all project changes comply with owner policies, contractual requirements, and governance procedures. Identify trends in change activity and recommend corrective actions to minimize future cost and schedule impacts. GMP & Cost Proposal Review Review Guaranteed Maximum Price (GMP) proposals for completeness, reasonableness, contractual compliance, and cost effectiveness. Evaluate estimates, contingencies, allowances, subcontractor pricing, unit pricing, escalation assumptions, and indirect costs. Identify financial risks and recommend cost-saving opportunities. Support owner representatives during GMP negotiations. Project Reporting & Governance Prepare executive dashboards, project controls reports, financial summaries, issue logs, risk registers, and action item reports. Present financial performance, project controls metrics, and organizational readiness updates to executive leadership. Maintain audit-ready project documentation. Coordinate project closeout activities including financial reconciliation, lessons learned, change documentation, and final reporting. Owner's Representative Advisory Services Serve as a trusted advisor protecting owner financial, operational, and organizational interests. Coordinate with owners, contractors, architects, engineers, consultants, and internal stakeholders. Participate in executive governance meetings and provide strategic recommendations. Support project governance, risk management, issue resolution, and executive decision-making. Ensure alignment between project execution, organizational objectives, and operational readiness. Required Qualifications Minimum 15 years of professional experience supporting one or more of the following: Organizational Change Management Construction Project Controls Construction Financial Management Capital Program Management Owner's Representative Services Construction Administration Demonstrated experience developing and implementing Organizational Change Management strategies for large, complex projects or enterprise initiatives. Experience conducting stakeholder impact assessments, organizational readiness assessments, communications planning, and change adoption activities. Strong knowledge of change management methodologies such as Prosci ADKAR , Kotter's Eight-Step Model, or similar frameworks. Extensive experience managing construction budgets, forecasting, financial reporting, and cost controls. Significant experience reviewing contractor pay applications. Extensive experience managing construction change orders, contract modifications, and change control processes. Experience reviewing Guaranteed Maximum Price (GMP) proposals and construction cost estimates.

Preferred Qualifications Prosci Change Management Certification or equivalent Organizational Change Management certification. Project Management Professional (PMP) certification. Certified Construction Manager (CCM) certification. Experience supporting public-sector capital construction programs. Owner's Representative consulting experience. Experience with Construction Manager at Risk (CMAR) delivery. Experience with Primavera P6, Procore, e-Builder, Kahua, Oracle, Unifier, or similar project controls software. Experience leading enterprise transformation initiatives associated with large capital programs. Bachelor's degree in Construction Management, Engineering, Finance, Business Administration, Organizational Leadership, or a related field. Master's degree preferred.
