Opens in new tab Continuity Subject Matter Expert (Senior) One Federal Solution Washington D.C., United States Apply now Save Posted 18 hours ago Permanent Competitive Continuity Subject Matter Expert (Senior) One Federal Solution Washington D.C., United States Apply now Save Continuity Subject Matter Expert (Senior) One Federal Solution (OFS) is seeking an experienced Continuity Subject Matter Expert (Senior) to support our Federal Government client within the U.S. Department of State, Office of Emergency Management (OEM). The selected candidate will serve as a senior advisor responsible for developing, implementing, and maintaining Continuity of Operations (COOP) and emergency management programs to ensure the Department can continue performing its essential functions during emergencies. This position requires extensive experience in continuity planning, emergency preparedness, risk management, and interagency coordination while supporting senior Department leadership. Continuity Subject Matter Expert (Senior) Key Responsibilities Serve as a senior Continuity of Operations Emergency Planner supporting the Department's continuity and emergency management mission. Develop, update, and maintain Continuity of Operations (COOP), Devolution, Reconstitution, and Continuity Framework plans in accordance with Federal continuity requirements and FEMA guidance. Provide subject matter expertise and recommendations to senior Department leadership on continuity planning, emergency preparedness, and organizational resilience. Identify continuity capability gaps, assess organizational risks, and recommend corrective actions to improve emergency preparedness. Develop, coordinate, and support National Level Exercises, including exercise planning, playbooks, scenarios, After-Action Reports (AARs), and Improvement Plans. Prepare and deliver continuity briefings and Emergency Response Group (ERG) training for Department personnel at all organizational levels. Conduct emergency management training for domestic bureaus and offices regarding continuity procedures and emergency protocols. Develop risk management plans, business process analyses, business impact analyses, and bureau emergency action plans. Coordinate with internal stakeholders to ensure continuity planning requirements are implemented and maintained. Manage emergency notification templates and continuity communication procedures. Support Government Emergency Telecommunications and Wireless Priority Services readiness activities. Provide contingency support during real-world emergencies and National Special Security Events (NSSE). Support deployment and operation of National Continuity Programs, including transportation, logistics, and alternate facility operations. Continuity Subject Matter Expert (Senior) Qualifications & Requirements Bachelor's or Master's Degree. Minimum of ten (10) years of specialized experience performing continuity planning, emergency management, or related duties. Experience developing Continuity of Operations (COOP), Devolution, Reconstitution, and Continuity Framework documentation. Experience conducting business process analysis, business impact analysis, and risk management planning. Knowledge of FEMA continuity guidance and Federal emergency management requirements. Experience developing and delivering emergency management training and executive-level briefings. Strong analytical, organizational, written, and verbal communication skills. Ability to manage multiple priorities in a fast-paced environment. Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, and database applications. Must possess and maintain a valid U.S. driver's license. Ability to travel occasionally in support of Department operations. Must be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI). Preferred Qualifications Experience supporting the U.S. Department of State or another Federal emergency management organization. Experience supporting National Level Exercises (NLE) or National Special Security Events (NSSE). Familiarity with emergency telecommunications systems and continuity communications. Experience developing innovative solutions to improve continuity and emergency management programs. •This position is part of a future business opportunity with One Federal Solution and is contingent upon contract award.
