Job Description
This is an exciting leadership opportunity within Raleigh Water to lead a Fleet Program that supports more than 1,100 vehicles and equipment assets used across water, wastewater and stormwater operations. The Sr. Business Services Analyst will guide the team responsible for keeping these resources safe, reliable and ready to support employees in serving our communities. This role oversees fleet planning, vehicle and equipment replacement, maintenance coordination, budgeting, technology and performance while working closely with teams across Raleigh Water and the City. The position will also help improve how we manage fleet resources by using data, technology and employee feedback to strengthen processes, solve problems and make thoughtful decisions that support our staff and the services they provide.
About You:
The ideal candidate is a collaborative and strategic leader with extensive experience managing complex fleet operations, supervising professional staff, and administering large operational and capital programs. You are comfortable balancing day-to-day operational demands with long-term planning and possess the ability to make sound decisions using data, financial analysis, and industry best practices. You have demonstrated success leading organizational initiatives, implementing process improvements, and managing multiple priorities while maintaining exceptional customer service and accountability. Experience overseeing fleet replacement planning, vehicle procurement, maintenance operations, telematics platforms, and fleet performance analytics is highly desirable. The successful candidate is an effective communicator who builds strong working relationships across departments and organizational levels. You are skilled at presenting technical information to executive leadership, facilitating collaboration among diverse stakeholders, and developing practical solutions to complex operational challenges. You have experience developing and managing operating and capital budgets, establishing policies and internal controls, interpreting regulations, and ensuring compliance with organizational standards and audit requirements. Provides strategic leadership, direction, and oversight for the Raleigh Water Fleet Program, ensuring efficient, safe, compliant, and cost-effective management of departmental fleet assets. Plans, organizes, directs, and evaluates all fleet operations, maintenance programs, replacement planning, and lifecycle management for a fleet exceeding 1,100 vehicles and equipment assets. Supervises professional and technical staff, including Senior Fleet Maintenance Specialists; establishes performance expectations, conducts evaluations, mentors staff, and supports employee development. Coordinates planning, specification development, procurement, acquisition, replacement, and disposal of fleet assets. Establishes fleet replacement strategies using lifecycle cost analysis, utilization data, maintenance trends, and operational requirements. Directs administration of fleet technology platforms including Geotab, telematics, key management, and fuel management systems.Education and Experience:
Bachelor's Degree in Business or Public Administration, or a related field; 1 to 3 years' experience in business analysis, or a related field OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substitutedKnowledge of:
Fleet management principles and practices Lifecycle management Fleet Administration Software - FASTER, Geotab, etc. Contract administration and development Project management principles and practices Skill in: Strategic Planning and Program Development Staff Supervision and Leadership Project Management and Implementation Fleet operations oversight and asset management Policy Development and Process Improvement Data Analysis, Reporting, and Performance Management Ability to: Develop and implement strategic fleet plans aligned with organizational goals and needs Serve as a subject matter expert on fleet operations, asset management, vehicle lifecycle planning, and industry best practices Monitor fleet utilization, maintenance needs, replacement schedules, and resource allocation to optimize operational efficiency Manage fleet projects, initiatives, and process improvementsADA and Other Requirements:
