Hybrid Job Description The Business Analyst will be integral to large projects for EOHHS applications that support investigations, quality management, operations, and legal business units for DDS as well as business processes related to these core functions including integrated systems. In this role under the direction of a Project Manager/Business Analyst (PM/BA), the Business Analyst will be involved in the modernization of EOHHS applications including Home and Community Services Information System (HCSIS) and Quality Enhancement License and Certification (QE5). HCSIS is the primary application for DDS to monitor the Center for Medicaid Services (CMS) including the individuals served under the four Acquired Brain Injury / Moving Forward Plan (ABI/MFP) residential and non-residential waiver programs administered by MassHealth/CMS. QE5 is the application DDS uses to monitor CMS provider qualification assurances. The primary work location for this role will be at 40 Broad St., Boston, Massachusetts 02109. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. The individual is expected to occasionally travel to the DDS area and regional Massachusetts offices. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Responsibilities:
Participate in design sessions in prototyping new systems or major enhancements for the purpose of improving business processes, operations, and information process flow
Designing new computer processes by preparing gap analysis, analyzing requirements, constructing workflow charts and diagrams, studying system capabilities, and writing specifications
Collaborate with stakeholders to define and document Business and Functional Requirements
Act as a liaison between business/community users and the
EOHHS IT
team to gather, elicit, and document the project Requirements, Use cases/User stories, and other technical documentation
Identify risks, potential scope creeps, and escalate issues to the project team
Participate in the preparation and execution of testing plans and/or test criteria
Ensure that testing is performed that will validate quality, reliability, and completeness of the business services being deployed
Perform Integration, Regression, and assist with User Acceptance testing, as needed
Prepare or oversee the preparation of implementation plans; user training guides and/or documentation as required
Prepare documentation and help perform vendor evaluations of potential platforms to meet documented requirements
Preferred Qualifications:
Minimum four (4) years of experience working in IT environments; Business Analysis, or other related experience.
Three (3) years of direct Business Analysis experience within large IT system development project(s)
Practical experience conducting requirements gathering with business teams
Ability to adjust to changing situations to meet emergencies or changing program or production requirements.
Ability to work independently and in a team environment with varying levels, team members, peers, management, and business stakeholders.
Ability to self-motivate and capable of working in a fast-paced environment.
Exceptional attention to detail and organizational skills.
Ability to prioritize, execute and manage work in a matrixed, high-pressure environment.
Strong written and oral communication skills with the ability to clearly communicate with diverse user groups and provide support to both technical and non-technical audiences.
Hands-on experience effectively using MS Office tools, including Project
Ability to maintain a high degree of professionalism and confidentiality
Understanding and knowledge of Agile methodology and the full software development life cycle (SDLC).
Azure DevOps experience and/or Azure Active Directory integration is a plus
Understanding of relational databases and data models is a plus
Prior Government, Human Services or Healthcare experience is preferred, but not required
