Business Analyst (CCWIS/CCMS)
Work Location:
100% Remote (Will only consider candidates in the Eastern and Central time zones) We are seeking an experienced Business Analyst to support critical Child Welfare modernization initiatives within the Department of Health and Human Services (DHHS). This role will support the CCWIS and CCMS projects throughout the full project lifecycle, partnering closely with project leadership, business stakeholders, and technical teams to deliver successful system enhancements and transformational change. The ideal candidate will possess strong business analysis expertise, experience working within State and Federal government environments, exceptional process modeling skills, and a proven ability to lead requirements gathering and user acceptance testing efforts. Key Responsibilities Partner with Project Managers and stakeholders to support project planning, delivery, and risk mitigation activities. Lead requirements gathering sessions, stakeholder interviews, and facilitated workshops to document business needs and project objectives. Analyze current-state processes and develop future-state business process models to improve efficiency and support business transformation initiatives. Create detailed business, functional, technical, and non-functional requirements documentation. Develop process flows, workflow diagrams, and business process models using BPMN and other industry-standard methodologies. Collaborate with business and technical teams to ensure requirements are clearly defined and aligned with project goals. Create and maintain Requirements Traceability Matrices (RTMs) to track requirements throughout the development lifecycle. Develop report specifications, business rules, and supporting project documentation. Perform data analysis using Microsoft Excel to identify trends, validate data, and support business decision-making. Develop test strategies, test plans, and test cases to validate system functionality and business requirements. Lead and coordinate User Acceptance Testing (UAT), documenting results and partnering with technical teams to resolve defects and issues. Communicate complex business and technical concepts to both technical and non-technical audiences. Support project governance, status reporting, and stakeholder engagement activities throughout the project lifecycle. Required Qualifications Experience supporting State and Federal government projects. Extensive knowledge of State of Child Welfare systems and related government programs. Strong experience in business process modeling, process analysis, and workflow design. Proficiency creating process maps and workflows utilizing BPMN or similar methodologies. Experience eliciting, documenting, and managing business, functional, user, and technical requirements. Advanced Microsoft Excel skills, including data analysis, reporting, validation, and trend analysis. Experience developing Requirements Traceability Matrices (RTMs) and report specifications. Experience writing Test Plans, Test Cases, and executing User Acceptance Testing (UAT). Strong analytical, organizational, documentation, and problem-solving skills. Ability to work independently while managing competing priorities and deadlines. Excellent verbal and written communication skills with the ability to interact effectively with business leaders, end users, project teams, and executive stakeholders. Preferred Qualifications Experience supporting Child Welfare, Human Services, Social Services, or related government programs. Experience working on large-scale government technology modernization initiatives. Familiarity with CCWIS, CCMS, or comparable case management systems. Demonstrated ability to balance technical analysis with strong stakeholder relationship management skills.
