Web and SRL e-services are critical components of the Web Communications Unit. This unit is responsible for modernizing and providing support for the ongoing maintenance of the trial courts and justice partner websites, including the Judicial Council's public-facing website, Judicial Resources Network (JRN), California Courts of Appeal, Supreme Court and the California Judicial Education and Research (CJER) websites. Key responsibilities of this position include providing implementation support for sites that will be migrated out of the legacy content management system to Drupal, and ongoing support for maintenance and enhancements for the sites that are live on the migrated platform. The Business Systems Analyst will play a key role in supporting web service initiatives by assisting with ongoing maintenance, stakeholder management, and process improvements. This role involves gathering requirements, managing JIRA backlogs, working on ServiceNow tickets, analyzing dashboards and analytics, and supporting developers in delivering high-quality solutions and ensuring ADA compliance with websites. The incumbent will also contribute to strategic initiatives, create training materials, and provide end-user support. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council's staff organization seeks to continue to evolve as one of California's most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts. In San Francisco, the office is only a 7-minute walk from the downtown Civic Center BART station. In Sacramento, the office is located minutes from downtown, just north of Discovery Park. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location. Responsibilities Conduct activities related to the development, deployment, migration, and testing of justice partner applications, ensuring adherence to established technical and business requirements. Provide technical analyst support in the design, development, and delivery of system enhancements, bug fixes, and improvements for trial court and justice partner websites. Support ongoing operations for live websites by coordinating deployments, monitoring performance, identifying issues, and implementing corrective or improvement measures. Collect, document, and analyze technical and business requirements to ensure solutions meet stakeholder needs and align with program objectives. Maintain, organize, and manage product backlogs, sprint plans, and development workflows using JIRA, and facilitate communication within the development team through standups and planning meetings. Manage and resolve technical inquiries and incidents by processing, triaging, and tracking ServiceNow tickets, and ensuring timely escalation when required. Perform quality assurance functions, including functional testing, regression testing, validation of ADA compliance, and participation in automation testing activities to optimize testing cycles and improve system reliability. Review and interpret analytics dashboards to support data-driven decision-making, improve website usability, enhance accessibility, and strengthen SEO and user experience across supported platforms. Maintain system documentation, web information architecture assets, and technical reference materials to support continuity of operations and adherence to best practices. Collaborate with cross-functional teams, external vendors, and stakeholders to support the planning, development, and implementation of technical and business solutions. Develop end user support materials, conduct training, and assist in onboarding activities for new tools, platforms, or system integrations. Participate in project management activities, including milestone tracking, preparation of project documentation, and adherence to industry standard project management methodologies. Maintain proficiency in emerging technologies, web standards, accessibility requirements, and modern development tools to support continuous improvement within the Web Services Unit.
