(SA) is an industry-leading firm, specializing in providing high-quality technical, analytical, and program management expertise to support all aspects of the Government mission to develop emerging technologies and protect the homeland. SA is currently seeking a STEM Analyst to support the Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E)) DoD STEM customer. OUSD(R&E) has the responsibility within the Department of Defense (DoD) for synchronizing Science & Technology (S&T) efforts across the DoD, the Joint Staff, and the Services. This is a hybrid position. On-site work with our government clients in the Mark Center of Alexandria, VA is to be performed as needed, estimated to be one (1) day per week, and subject to change . This position requires periodic travel within the United States. As a STEM Analyst, you will: Support the development, management, evaluation, and analysis of DoD STEM activities to ensure that the DoD's collective effort anticipates and responds to DoD STEM workforce needs. Conduct periodic analysis and evaluation of the effectiveness of existing policies, statutes, DoD Instruction(s), strategic guidance, and direction pertaining to STEM education, outreach, and workforce development. Support the development, coordination, and implementation of the DoD STEM strategic plan and its implementation. Monitor program and budget execution to ensure schedule alignment. Analyze program data and outcomes. Assist in the full life cycle of grants, cooperative agreements and/or contracts; and the
STEM PPBE
process. Support active engagement by attending various interagency working groups, Federal Internships Community of Practice, and Federal STEM Communications COP meetings. Support strategic communications to internal and external stakeholders in promulgating a cohesive and coordinated Department-wide STEM effort across the K-20 education continuum. Support the coordination of STEM Advisory Council Working Group, Evaluation Assessment Capability Working Group, and the Evaluation Assessment Capability. Assist in the development of responses pertaining to annual data calls from the Office of Management and Budget, Office of Science and Technology Policy, DoD Leadership, and Congress. Assist in the coordination, planning, and execution of STEM activities, to include coordination/engagement with Components, Labs/Centers, and their scientists and engineers. Support program director in other administrative and programmatic aspects of STEM portfolio activities. Engage in integrated process team or other working groups in support of the program director. Conduct periodic technical trends analysis, literature research, or other methods to survey/assess current trends in local, regional, and national STEM education, outreach, and workforce development efforts from academia, industry, not-for-profit organizations, and other Federal agencies.
QUALIFICATIONS
Clearance:
An active SECRET clearance is required. Candidates with highly specialized experience may be considered without a current/active clearance.
Education:
A bachelor's degree from an accredited college or university is required; a master's or PhD is preferred.
Experience:
Ten (10) years' recent and relevant experience is required. Experience supporting the federal government and the DoD is highly preferred. Excellent communication skills, written and oral; briefings and meeting moderation. Ability to work independently with junior and senior staff in a distributed environment while maintaining a strong commitment to deliverables schedule.
