  • PURPOSE AND SCOPE
  • The Business Analyst Senior role designs, maintains, and optimizes business systems and application processes.
This role acts as the primary database administrator and technical liaison between Veteran Services, Organizational Development, and the Office of Technology Services (OTS), ensuring seamless system updates and software implementations. The role is a power user responsible for query writing, serves as the Enterprise Resource Planning (ERP) subject matter expert, provides guidance on ERP system functionality, and best practices. Supports functional security design in coordination with OTS. This role is analytical and technical in nature and does not include primary responsibility for operational processing, direct staff supervision, or delivery of training.
  • ESSENTIAL JOB FUNCTIONS

Assists management staff with data extraction for Hazlewood State Reporting, WEAMS Programmatic report, and TA Portal Management. Creates ad hoc reports and manages departmental databases to support operational needs 2. Collaborates with OTS on technical issues and ServiceNow tickets. Provides functional requirements, testing support, and validation for PeopleSoft configurations, patches, PUM updates, ELM updates and system enhancements for Veteran Service & Organizational Development 3. Evaluates, resolves, and reports on data integrity issues. Investigates, implements, and documents new system processes 4. Works with the development team on the design and maintenance and validation of batch job processes and related components. Assists programming staff with end user interaction, creation of functional requirements, and testing programming changes 5. Develops process documentation for PeopleSoft-supported applications and processes and provides recommendations and functional input for PeopleSoft security design in coordination with OTS and departmental leadership for the functional unit. Provides adequate testing of design and execution prior to final testing by users 6. Collaborates with department to analyze and recommend business process improvements and ensure alignment with operational and departmental needs 7. Leads query development for routine operations and collects information for data analysis, regulatory reporting and legislative and internal audits, veteran surveys, organizational development surveys, and annual reports 8. Works closely with the management team to analyze, design, and support the implementation of workflow processes that improve efficiency and ensure regulatory and institutional compliance 9. Improves operational efficiency and financial accuracy related to high-volume federal and state education benefit funds by ensuring precise certification, proactively identifying and resolving discrepancies, preventing overpayments, and streamlining reporting processes; supports institutional compliance, safeguards revenue, and reduces financial risk associated with significant funding streams 10. Collaborates with partner institutions and internal teams to analyze processing routines and provide reporting, validation, and recommendations for improvement of veteran benefit processes. Designs and maintains performance dashboards, scorecards, success metrics, and reports to track initiatives against KPIs 11. Acts as the sole authorized institutional representative for direct communication with external governing agencies, including the U.S. Department of Veterans Affairs, the U.S. Department of Defense, and applicable state and national organizations. Includes specialized federal training, designation, and system access to inquire, interpret, and resolve student-specific benefit matters 12. Creates, runs, and tests queries for state reporting, federal and state audits and institutional requests, develops business solutions, and identifies gaps between ERP software and end-user needs. Recommends system enhancements and identifies process flow improvements 13. Manages the mass assignment, release and updates of VA service indicators 14. Responsible for other reasonable, related duties assigned
  • KNOWLEDGE, SKILLS, AND ABILITIES
  • + Strong knowledge of state and federal veteran related regulations + Strong knowledge of PeopleSoft Student Records, Student Financials, and Financial Aid modules where they intersect with Veteran Benefit processing + Strong knowledge of organizational development principles, including change management, learning & development, culture, leadership development.
+ Exceptional verbal, written and interpersonal communication, and customer service skills + Proficient in query and reporting tools(e.g., PS Query, SQL, BI Publisher) support data validation, audits, and compliance reporting. + Proficient in process mapping, workflow documentation, report creation, and business requirement development. + Advanced Microsoft applications skills (Power BI) + Strong attention to detail and strong organizational skills + Ability to use system to record, maintain and extract data producing reports
  • PHYSICAL ABILITIES
  • The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
  • WORK SCHEDULE AND CONDITIONS
  • + Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment + Interface with internal and external contacts as needed to carry out the functions of the position + Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • REQUIRED QUALIFICATIONS
  • + Bachelor's degree and at least 5 years of related experience, or an equivalent combination of education and experience
  • PRERERRED QUALIFICATIONS
  • + Master's degree and at least 7 years of experience + Experience must include at least 5 years as a Business Analyst or Functional Analyst in higher education using PeopleSoft + Experience gathering analyzing, and documenting business requirements, use cases, process flows, and functional specifications
  • Salary
  • Hiring salary range is $72,821 - $83,744 Lone Star College provides a hiring salary range for all posted full-time non-faculty positions.
